본 연구는 기존 경제성분석의 편익항목 가운데 선박재항비용 절감편익과 하역비용 절감편익의 경우 모두 선박 자체에 대한 효과분석이다. 부선하역(Mid-Stream Operation)이라는 가정을 토대로 사업 미시행 시와 사업 시행 시의 시간과 비용 차이를 편익으로 추정하였다. 그동안 실효성이 없었던 선박대기비용절감효과도 묘박지에서 입항까지의 대기시간에 대한 사업 미시행 시 와 시행 시 차이에 따른 편익항목이었다. 도로부문 사업의 경제성 분석과 비교하여 항만부문 사업은 운송대상물인 화물에 대한 편익항목은 전무한 상태였다. 기존 예비타당성 분석 표준지침에서 화물에 대한 절감편익 등은 편익항목에 포함되어 있었다. 그러나 그 개념도 명확하지 않고 관련 파라미터나 원 단위 등도 적절히 제시하지 못하였다. 특히 본 연구에서 수출입 컨테이너 화물의 가격에 관한 정보원이나 원 단위를 제시하고 있어 화물운송 시간가치에 관한 도입과 산정을 구체적으로 제시하였다. 또한 선박대기비용절감효과는 대기행렬모형이 최근 개발되었으나 특정 전문모형 연구자에 의존해야 하는 모형의 표준화 한계에 따라 적용하는데 쉽지 않았다. 본 연구에서 이를 대체할 항만서비스시간을 토대로 하는 산정방법을 개발 제시하였다. 본 연구는 화물 재항시간 절감편익과 선박 재항비용 절감편익을 제시하였다. 기존 연구의 해당 편익항목을 재산정할 결과 기존 연구의 부선하역 전제조건을 적용하지 않은 채 대체한 편익항목만으로도 편익효과의 결과 값이 충분하지는 않지만 적지 않음을 보여주고 있다.
Purpose: Among the benefits of the existing economic analysis, most of the effect analysis on the ship itself was conducted in the case of the benefits of reducing ship re-entry costs and reducing loading and unloading costs. The effect of reducing the mid-stream operation and ship waiting cost was also estimated as a benefit item according to the difference between when the project was not implemented and when it was implemented. This study analyzed the benefits of cargo, which is a transportation object that has not been considered in the port sector, by comparing it with the economic analysis of the road sector project. Research design, data, and methodology: In this study, we used a method of specifically presenting the information source and pricing basis of import and export container cargo, and the introduction and calculation of cargo transport time value. Results: Through this study, we tried to analyze the economic value centered on the time value of cargo and the time value based on port service. Conclusions: This study presented the benefits of reducing cargo duration at ports and ship docking time to reduce costs.
