강원권 지자체-대학 협력기반 지역혁신사업(RIS)의 지역경제 파급효과 분석

Analysis on the Regional Economic Ripple Effects of the Local Government-University Cooperation-Based Regional Innovation Project(RIS) in Gangwon Province

이 연구는 강원특별자치도에서 추진 중인 지자체-대학 협력기반 지역혁신사업(RIS)을 중심으로 지역경제에 미치는 실질적 파급효과를 분석함으로써 고등교육 재정지원의 경제적 기여를 실증적으로 검토하는 데 목적이 있다. 이를 위해서 사업의 재정 집행 결과를 중심으로 산업연관분석을 통해 생산유발효과, 부가가치유발효과, 고용창출효과를 정량적으로 측정하고, 회귀분석을 통해 고등교육 투자와 지역내총생산(GRDP) 간의 관계를 분석하였다. 분석 결과, 최근 3년간 총 1,218억 원 규모의 RIS 사업비 집행을 통해 약 1,400억 원의 생산유발 효과, 942억 원의 부가가치유발 효과, 1,705명의 고용창출 효과가 발생하였으며, 특히 교육서비스 산업에서 가장 큰 경제적 파급효과가 나타났다. 또한 지자체의 고등교육 투자액이 GRDP에 통계적으로 유의미한 정(+)의 영향을 미치는 것으로 확인되어, 고등교육 재정이 지역경제의 성장과 생산성 향상에 기여하고 있음을 확인하였다. 분석 결과를 토대로 지자체-대학 협력 기반 고등교육 정책이 단순한 학문적 성과를 넘어 지역경제의 실질적 성장 동력으로 작용할 수 있음을 실증적으로 확인하고, 해당 사업의 타당성과 지속가능성 확보를 위한 기초자료를 제시하였다.

The purpose of this study is to analyse the actual spillover effects on the local economy and empirically examine the economic contribution of financial support for higher education, focusing on the Regional Innovation Project (RIS) based on local government-university cooperation in Gangwon Special Self-Governing Province. To this end, we quantitatively measured the production-induced effects, value-added effects, and employment creation effects through industry linkage analysis based on the financial execution results of the projects, and analysed the relationship between higher education investment and gross regional domestic product (GRDP) through regression analysis. The results showed that the RIS project expenditure of KRW 121.8 billion in the last three years generated an output-inducing effect of about KRW 140 billion, value-added effect of KRW 94.2 billion, and employment of 1,705 people, with the largest economic impact in the education service industry. It was also found that local government investment in higher education had a statistically significant positive effect on GRDP, confirming that higher education finance contributes to the growth and productivity of local economies. Based on the analysis results, this study empirically demonstrates that higher education policies based on local governmentuniversity cooperation can act as a real growth engine for local economies beyond mere academic performance, and provides the basis for securing the legitimacy and sustainability of such projects.
