덴마크 해상 풍력 발전 정책상의 과제와 시사점

The Danish Offshore Wind Power Policy Challenges and the Implications for Korea

본 연구는 덴마크 정부의 유럽연합의 해상 풍력 발전 주요 정책 이항 내용, 정책상의 과제 및 개선 방향을 분석, 논의 후, 한국 정부를 위한 시사점 제시를 주요 목표로 한다. 유럽연합의 해상 재생에너지 전략과 해상 재생에너지 목표 실행문은 해양 공간계획, 전력망, 인가 절차, 그리고 정부의 지원 등 을 주요 내용으로 다루고 있다. 덴마크 정부는 이러한 주요 내용들을 자국 법으로 이항하면서 차액계약제도의 단계적인 폐지, 전력망과의 연계 비용 비 지원, 그리고 전력 운송 인프라 부족 등의 과제를 안고 있다. 이 과제들의 개선 방향으로 모범적인 차액계약제도 시행 국가들의 정책 사례에 관한 심층적인 연구를 통한 폐지 철회 재고, 전력망 연계 비용 관련 기금 운용 및 참여 업체들에 대한 수익 보장, 그리고 해상 풍력 발전 시설 인가를 위한 전력 비상 공급망 활용 계획안 등의 의무적인 제출 등을 고려해 볼 수 있을 것이다. 한국 정부도 ‘해상풍력특별법’이 통과되어 해상풍력발전의 활성화를 위한 법적인 초석이 마련된 만큼 향후 해상 풍력 발전 전력의 원활한 공급망 활용을 위해 발전 시설 인가 시 전력 비상 공급망 활용 계획안 등의 의무적인 제출을 재고해 볼 필요가 있다.

This paper is aimed at analyzing and discussing the Danish offshore wind power policies transposed from the EU level, the policy challenges and improvements, and presenting the implications for Korean government. The EU’s Offshore Renewable Energy Strategy and the Communication 2023/668 primarily deals with maritime spatial planning, grid, permit procedure and government subsidy. The Danish government is faced with challenges of phase-out of the Contract for Difference, no subsidy for linkage with grid, and insufficient infrastructure for transport of power from offshore wind farms. As for the possible approaches to the challenges, reconsidering the withdrawal of the phase-out by studying the best practices by the European countries implementing the policy, running funding for linkage with grid ensuring the profit sharing between the participants, and the compulsory submission of the prior plan regarding usage of emergency power supply grid to be included for permit for offshore wind power facilities. As Special Act on Offshore Wind Power passed in the National Assembly, the Korean government needs to consider the submission of the plan to be included as compulsory in the permit procedure as well to expand the energy area.
