World Heritage Convention and Cultural Heritage ODA Project

연구목적: 본 연구는 최근 지속적으로 증가하고 있는 세계유산 내 문화유산 ODA 사업의 현황을 살펴보고 세계유산협약과 공적개발원조(ODA) 사업 간의 개념을 정립하여 대한민국의 문화유산 ODA 사업의 방향성을 모색한다. 연구의 중요성: 새로운 분야로서 세계유산 대상 문화유산 ODA 사업의 합리적이고 지속가능한 운영을 위해 세계유산협약의 원칙과 방향성을 ODA 사업에 반영함으로써 상호 시너지효과를 얻을 수 있다. 연구방법론: 문화 ODA, 문화유산 ODA, 세계유산 대상 문화유산 ODA의 개념을 정립하고 세계유산 대상 ODA의 목적과 내용을 분석하여 세계유산협약 및 운영의 원칙과 비교·검토한다. 이를 통해 사업대상 선정, 사업 내용의 구상, 세계유산을 위한 효과적인 평가체계 수립 등을 위해 세계유산협약의 내용을 전략적으로 반영될 수 있는 방안을 도출하였다. 연구결과: 대한민국의 문화유산 ODA 사업은 세계유산협약의 기본 정신을 비교적 충실히 반영하고 있으나 사업 대상의 선정과 평가체계에 있어, ODA의 기준과 세계유산협약의 내용이 전략적으로 통합·활용될 필요가 있다. 결론 및 시사점: 확대되는 문화유산 ODA 사업이 보다 성공적인 사업 수행을 위해서는 세계유산 대상 문화유산 ODA 사업의 개념과 방향성을 재정립하고, 국제기준에 부합하는 정책적 기반 마련이 필요한 시점이다.

Purpose: This study examines the current status of cultural heritage ODA projects in World Heritage Sites, which have been increasing steadily in recent years, and seeks a balanced project direction between the World Heritage Convention and Official Development Assistance (ODA) projects. Originality: As a new field, mutual synergy can be achieved by reflecting the principles and direction of the World Heritage Convention in ODA projects for the rational and sustainable operation of cultural heritage ODA projects in World Heritage Sites. Methodology: The concepts of cultural ODA, cultural heritage ODA, and cultural heritage ODA for World Heritage were defined, and the purpose and content of ODA for World Heritage were analysed and compared with the principles of the World Heritage Convention and its operation. As a result, we derived ways to strategically reflect the contents of the World Heritage Convention in order to select valid targets, design rational projects, and establish an effective evaluation system. Result: The cultural heritage ODA projects of the Republic of Korea relatively faithfully reflect the basic spirit of the World Heritage Convention, but in the selection and evaluation system of project targets, it is necessary to strategically integrate and utilize the standards of official development assistance and the contents of the World Heritage Convention. Conclusion and Implication: In order for cultural heritage ODA projects to be more successful, it is time to redefine the concept and direction of cultural heritage ODA projects and lay a policy foundation that meets international standards.
