다문화가정의 이주여성 폭력피해 방지를 위한 경찰활동 방안: 제주지역을 표본으로

Police Measures to Prevent Domestic Violence about Multi-cultural Families Immigrant Women: Focus on Jeju District

본 연구에서는 한국인 남편에 의한 이주여성의 가정폭력 문제를 개선하기 위한 경찰정책의 개선방안을 네 가지 측면으로 제안하였다. 첫째, 결혼이주 여성에 대한 경찰신고 활성화를 추진해야 한다. 이주 여성의 신고율이 낮은 원인으로 언어의 문제와 경찰의 사건대응에 대한 부정적 인식을 지목할 수 있다. 언어의 문제로 인한 가정폭력 신고의 어려움을 해소하기 위해서는 이주여성 담당 경찰관을 통한 적극적인 홍보활동이 요청된다. 아울러 경찰의 신고 출동시 적극적이고 엄정한 처분과 함께 실질적인 피해자 지원을 연계해야 할 것이다. 둘째, 경찰과 다문화 가정폭력 예방기관과의 상호 보완과 협조관계 구축해야 한다. 경찰의 다문화 가정지원을 위한 자원의 한계를 인식하고 여타 정부기관과의 협조적 측면에서의 연계를 통한 시너지 효과를 배양시켜야 할 것이다. 셋째, 경찰관에 대한 다문화 가정폭력 사건처리에 대한 실효성 있는 교육이 필요하고 이를 통해 다문화가정이 참여하는 가정폭력 예방활동도 전개될 필요가 있다. 넷째, 다문화가 선행된 외국의 경우 소수민족 등을 배려하기 위한 국적별 채용을 시행하여 조직에 다문화 지원 역량을 확보하고 있다. 한국에서도 결혼이주민에게 실질적인 경찰지원을 위해 이주여성의 경찰채용이 확대되어야 할 것이다. 한국사회의 다문화 상황은 아직 낙관할 수 없는 상황이다. 다문화 사회를 이루는 기초영역인 다문화 가정은 반드시 보호되어야 한다. 경찰은 온전한 다문화 가정을 유지하는데 심각한 위해를 초래하는 가정폭력 문제에 대해 그 심각성을 재인식하고 적극적인 대응방안을 지속적으로 추진해야 할 것이다. 이러한 경찰의 노력은 향후 다문화 사회의 안정적 정착에 중대한 기여를 할 수 있을 것이다.

The purpose of this study is to improve of multi-cultural families immigrant women issues. This paper proposed that the four improvement plans of police policy about multi-cultural families violence. First, police report should activate for the victim of domestic violence about multicultural migrant women. Immigrant women of multi-cultural families do not report to the police because they have negative perceptions of the police and can’t be able to communicate.The police officer in charge of migrant women should help to report about domestic violence. In addition, the police officer must respond strongly against assailant and victims should be protected substantially. Second, police and domestic violence prevention organization should be established. Police do not have enough resources to support multicultural families so police cooperate with other government agencies to support effective multicultural family. Third, training for police officers must carried out multicultural domestic violence cases. Multicultural families involved domestic violence prevention activities need to be developed. Finally, polices should employ migrant women that is to give practical help for them. Korea's multicultural society is not optimistic the situation up to the present. Forms the basis for the settlement of a multicultural society is the famil. Therefore multi-cultural families must be protected. The reform of police policy about multicultural domestic violence will make stable multicultural society in korea.
