항공시설 테러리즘의 발생 양상 및 대책

A Study on the Epidemiology and Countermeasures of Terrorism in Aviation Facilities

항공시설 테러리즘의 실질적 발생 양상과 우리나라 실정에 맞는 예방대책에 대한 논의가 선행연구에서 많이 다루어지지 않은 상황에서 이 연구는 항공시설에서 발생하는 테러리즘의 양상 및 이에대한 우리나라 항공시설의 대응책에 관하여 탐색하였다. 이를 위해 1970년 이후 발생했던 항공시설테러리즘 데이터에 대한 통계적 분석을 수행하였다. 연구결과, 항공시설 테러리즘은 1970년 이후 지속적으로 발생하는 추세를 보였으나, 최근 들어 항공기에 대한 직접 공격보다는 항공시설에 대한 공격의 비중이 상대적으로 높아지는 양상을 보였다. 구체적 특징으로는, 폭발물과 같은 전통적 무기에 의한 공격이 주로 이루어졌지만, 최근 드론과 같은 非무기 체계에 의한 테러리즘의 위험도 높아지고 있다는 것을 확인할 수 있었다. 또한 항공시설테러리즘은 많은 경우 사전에 정보가 입수되는 특징을 보였으며, 항공시설의 다양한 요소들이 공격의 대상이 되고 있었다. 이에 따른 우리나라 항공시설의 대응력 향상을 위한 정책적 대안으로 통합적 대응시스템 구축, 지역사회와의 협력체계 구축, 원거리 비무기체계에 의한 공격 대비, 항공시설전반에 걸친 보안활동 강화를 제시하였다. 이 연구는 항공시설 테러리즘의 실질적 특성 및 양상을 실증적 자료에 기반하여 접근함으로써 항공시설 테러리즘을 현상학적으로 이해하고, 우리나라 항공시설의 테러리즘 대비 취약점 및 정책적대안에 대한 시사점을 제시했다는데 그 의의가 있다.

This study purported to expand the understanding of the terrorism of aviation facilities by examining the vulnerability and countermeasures of Korean aviation facilities. For this study, statistical analyses were applied to the terrorism events in aviation facilities that occurred since 1970. As a result, aviation terrorism occurred continuously, and the proportion of attacks on aviation facilities increased relatively rather than direct attacks on aircraft in flight. Attacks were mainly caused by traditional weapons such as explosives, but recently it was confirmed that the risk of terrorism by non-weapon systems such as drones is also increasing. In addition, terrorist attacks on aviation facilities were characterized in that information was obtained in advance in many cases, and various elements of aviation facilities were targeted. In order to prevent terrorism in aviation facilities, it is necessary to establish an integrated response system, to establish a cooperative system of local communities, to prepare for possible attacks by distant non-weapon systems, and to strengthen security activities for the entire aviation facility. This study is meaningful as we analyzed the aviation facilities terrorism events with empirical data. Based on the understanding of aviation facilities terrorism and the weaknesses of Korean aviation facilities, we suggested policy implications.
