구조방정식을 활용한 주거시설 타겟하드닝 CPTED 사업의 효과 실증 연구 : 인천시 사례를 중심으로

An Empirical Study on the Effects of Residential Target Hardening CPTED Project using Structural Equation Modeling: Based on Incheon City Case

최근 사회적으로 1인 가구의 비율이 급격히 증가하고 주거 안전에 대한 관심 또한 높아지며 CPTED 사업에 대한 지자체의 관심으로 관련 시도 조례와 프로젝트들이 실행되어 왔다. 이처럼 범죄취약 환경 개선을 위한 시도의 극대화를 위해서 주거침입 범죄를 예방할 수 있는 타겟하드닝의적용이 필수적이다. 따라서 대표적인 사업으로 2021년 시작된 인천시 방범시설 설치 지원 사업에 참여한 주민들을 대상으로 진행한 설문을 통해 방범성능시설 효과성과 범죄두려움, 경찰신뢰, 주민들간의 집합효능감에 대한 주민들의 인식을 구조방정식을 활용해 확인하였다. 연구 타당성 검증 결과 문제가 없는 것으로 판단되어 분석에 사용하였으며 본 연구의 구조방정식모형의 적합도 지수는 전반적으로 양호하였다. 연구 결과 방범시설 설치지원 사업의 효과가 긍정적 일수록 지역경찰 신뢰도가 상승하는 표준화계수는 0.39로, 방범시설 설치지원 사업의 효과가 긍정적 일수록 주민 집합효능감이 상승하는 표준화계수는 0.23으로 나타났다. 또한 방범시설 설치지원 사업의 효과가 긍정적일수록 범죄 두려움이 감소하는 표준화계수는 -0.12, 지역경찰 신뢰도가 상승할수록 범죄 두려움이 감소하는 표준화계수는 -0.28로 나타났다. 방범시설 설치지원 사업의 효과 → 지역경찰 신뢰도 → 범죄 두려움의 경우 결과적으로 부(-)적인 총 효과를 가지는 것으로 지역경찰 신뢰도에 대한 방범시설 설치지원 사업의 효과가 유의하고, 범죄 두려움에 대한 지역경찰 신뢰도의 직접효과가 유의한 것으로 나타났다.

Recently, the proportion of single-person households has increased rapidly in society, interest in housing safety has also increased, and related municipal ordinances and projects have been implemented with local governments' interest in CPTED projects. In order to maximize attempts to improve the vulnerable environment, it is essential to apply target hardening to prevent residential intrusion crimes. Therefore, through a survey of residents who participated in the Incheon Metropolitan City crime prevention facility installation support project, which began in 2021, residents' perceptions of the effectiveness of crime prevention facilities, crime fear, police trust, and collective efficacy among residents were confirmed using structural equations. As a result of the feasibility test of the study, it was judged that there was no problem and used for analysis, and the suitability index of the structural equation model of this study was generally good. As a result of the study, the standardization coefficient that increases the reliability of local police was 0.39, and the more positive the effect of the crime prevention facility installation support project, the standardization coefficient that increases the collective efficacy of residents was 0.23. In addition, the more positive the effect of the crime prevention facility installation support project, the lower the fear of crime, the -0.12, and the lower the fear of crime as the credibility of the local police increased, the lower the standardization coefficient. The effect of the crime prevention facility installation support project → local police reliability → crime fear has a negative (-) total effect, and the effect of the crime prevention facility installation support project on local police reliability is significant.
