경찰이미지, 경찰신뢰와 법집행 순응의사의 구조적 관계

The structural relationship between police image, police confidence and law enforcement conformity

경찰은 사회공공의 질서를 유지하기 위해 강제적이고 규제적인 역할과 시민 중심의 행정서비스를 제공하는 비규제적인 역할을 동시에 수행한다. 이러한 상반된 특성은 경찰과 시민 모두에게 혼란을 야기할 수 있으며, 이를 해결하기 위해 시민들이 경찰의 법집행 활동에 협조적인 태도를 가지는 것은 중요하다. 이 연구는 경찰이미지, 경찰신뢰와 법집행 순응의사의 구조적 관계를 실증적으로 검증하여 시민들의 법집행 순응의사를 향상시키기 위한 정책적 대안을 제시하는 것을 목적으로 한다. 이를 위해 성별과 연령별로 할당 표집된 서울시민 539명을 대상으로 설문조사를 실시하였다. 수집된 데이터를 바탕으로 빈도분석, 상관분석, 구조방정식 모형분석을 실시하였고, SPSS 25.0과 R 4.3.2 프로그램을 활용하였다. 분석 결과, 경찰이미지가 경찰신뢰를 매개하여 법집행 순응의사에 간접적으로 영향을 미치는 것으로 나타났다. 즉, 경찰에 대하여 긍정적인 이미지를 가지고 있는 시민일수록 경찰을 더 신뢰하고, 경찰의 법집행과 관련한 지시에 순응하는 경향이 있었다. 이상의 분석결과를 토대로 긍정적인 경찰이미지와 경찰신뢰를 형성하기 위하여 지역사회 유대 강화와 미디어를 통한 경찰 이미지 제고에 대해 제언하였다.

The police are tasked with maintaining public order through a combination of regulatory functions and citizen-focused administrative services. These characteristics can create confusion for both law enforcement officers and the public, making it crucial for citizens to adopt a cooperative attitude toward police activities. This study aims to propose policy alternatives to enhance citizens' law enforcement conformity by empirically examining the structural relationships among police image, police confidence, and law enforcement conformity. A survey was conducted with 539 residents of Seoul. The collected data were analyzed using frequency analysis, correlation analysis, and structural equation modeling. The findings reveal that police image indirectly influences law enforcement conformity, mediated by police confidence. In other words, citizens who view the police positively are more likely to trust them and, consequently, comply with their directives. Based on these findings, the study suggests strategies to build a positive police image and confidence, such as strengthening community ties and improving the police image through media.
