An Analysis of Comrade Xi Jinping’s Thought on Ethnic Work during His Tenure in Ningde

From 1988 to 1990, Comrade Xi Jinping served as the Secretary of the Ningde Prefectural Party Committee in Fujian Province. During this period, based on a scientific assessment of the evolving domestic and international ethnic situation and an accurate understanding of Ningde’s complex ethnic composition and its challenges, he developed his thought on ethnic work during the Ningde tenure. This body of thought addresses multiple facets—including ethnic relations, the ethnic economy, ethnic culture, ethnic education, Party leadership, and cadre training—thereby encompassing nearly the entire scope of ethnic work. It not only provided valuable reference points and practical guidelines for carrying out ethnic work in Ningde and across Fujian, but also laid a theoretical foundation and practical groundwork for General Secretary Xi Jinping’s important New Era thinking on strengthening and improving ethnic work.
