“四方共建”推进动物文明建设的行为逻辑与实现路径——基于IAD框架下对海天社区自治的研究

The Behavioral Logic and Implementation Path of “Four-Party Joint Construction” in Promoting Animal Civilization: A Study Based on the IAD Framework of the Haitian Community Autonomy

As China’s animal welfare governance progressively enters a modernization phase, strengthening grassroots community governance systems and enhancing their efficacy has become an urgent contemporary imperative. Based on the Institutional Analysis and Development (IAD) framework, this study adopts the “Quadrilateral Collaboration” model in Haitian Community as a case study. It delineates the coalition-building process among community social organizations, property management, residents’ committees, and homeowner associations, analyzes interactions between external and internal variables, and conducts replicability assessments. Through three dimensions—organization, interests, and action—the behavioral logic and implementation pathways of the Quadrilateral Collaboration governance model are constructed. Further examining the Haitian Community case, it explores how community social organizations can bridge top-down governmental governance with bottom-up civic engagement, while integrating rule of law, moral governance, and self-governance to advance grassroots animal welfare initiatives.

随着我国动物文明治理逐渐步入现代化阶段，强化基层社区治理体系、提高社区治理效能及水平已成为当前亟待解决的时代问题。基于制度与分析与发展（IAD）框架，以海天社区“四方共建”模式为例，对案例中社区社会组织、物业、居委会、业委会间治理联盟的建设过程进行描述，探讨海天社区外部变量与内部变量之间的诸多影响，并进行了可复制性分析。通过“组织—利益—行动”三个层面，构建“四方共建”治理模式的行为逻辑与实现路径。进一步以“海天社区”为案例，探讨如何借助“社区社会组织”的作用，探索出“自上而下”的政府治理与“自下而上”的民间治理相结合，以及将“法治”“德治”“自治”相结合的基层动物文明建设之路。
