Soft Power in Action : The UniKorea Foundation and Private-led Public Unification Diplomacy

본 연구는 재단법인 통일과나눔(UniKorea Foundation)의 사례를 중심으로 민간주도 통일 공공외교가 통일 준비의 실질적 대안이 될 수 있는지를 분석하였다. 통일과나눔은 통일공감대 형성, 학술, 문화, 교육, 인권 등 다양한 분야에서 통일준비활동하고 있으며, 미국, 유럽, 아시아 등지의 파트너들과 함께 글로벌 네트워크를 구축해왔다. 이를 통해 재외동포, 해외 전문가 집단, 국내 거주 외국인 등 다양한 외국 대중에게 통일에 대한 국제적 공감대를 확산하는 데 기여하였다. 통일공공외교에서 민간부문의 자율성, 지속가능성, 창의성은 정부 주도의 접근방식의 한계를 보완할 수 있는 강점으로 작용한다. 그러나 향후 재원 확보, 성과 평가 체계의 구축, 정부와의 효과적 협력 체계 마련 등의 과제를 안고 있다.

This study analyzed whether private-led unification public diplomacy can serve as a practical alternative for unification preparation, focusing on the case of the UniKorea Foundation. UniKorea is active in various fields, including academic exchanges, cultural promotion, unification education, and human rights cooperation, and has established a global network across the United States, Europe, and Asia. It has contributed to spreading international consensus on unification among foreign publics, expert groups, the Korean diaspora, and foreigners residing in Korea. The autonomy, sustainability, and creativity of the private sector serve as strengths that can complement government-led approaches. However, securing resources, establishing a performance evaluation system, and achieving effective coordination with the government were identified as areas requiring improvement in the future.
