재정성과와 예산 편성 간 연계성에 관한 실증연구

An Empirical Study on the Linkage Between Fiscal Performance and Budget Allocation

본 연구는 성과주의 예산제도의 핵심인 재정성과가 실제 예산 편성과정에 얼마나 반영되고 있는지를 실증적으로 분석하였다. 이를 위해 2016~2020년 성과계획서와 성과보고서, 정부예산안 및 국회확정예산 데이터를 활용하여 패널 회귀분석, 다수준 로지스틱 회귀분석, 합동 로지스틱 회귀분석을 수행하 였다. 분석 결과, 단위사업의 성과정보는 정부예산 및 국회확정예산의 증감에 통계적으로 유의미한 영향을 미치지 않는 것으로 나타났으며, 오히려 소관부 처나 예산회계 유형이 더 강한 영향력을 가지는 것으로 분석되었다. 이러한 결과는 성과주의 예산제도가 실제 예산 배분과정에서는 제도적·정치적 한계 에 직면하고 있음을 시사한다. 본 연구는 성과정보의 질적 개선과 함께, 전략 적 지출검토 제도의 도입 등 제도적 재설계를 통해 예산 환류체계의 실효성을 제고할 필요성을 제언한다.

This study empirically examines whether fiscal performance information produced under the performance-based budgeting system affects actual budget allocation in South Korea. Using panel data from 2016 to 2020, the analysis incorporates panel regression, multilevel logistic regression, and pooled logistic regression to assess the relationship between project-level performance outcomes and changes in both proposed and approved budgets. The results indicate that performance information has no statistically significant effect on budget allocation, while institutional factors such as the supervising ministry and the type of budget account exert stronger influence. These findings suggest that despite the formal establishment of performance-based budgeting, performance data are not effectively linked to the budgeting process. Three main reasons are discussed :(1) the system was originally designed to ensure administrative accountability rather than guide budget decisions;(2) performance indicators are often output-oriented and lack validity for long-term assessment;and (3) frequent supplementary budgets, such as those enacted during the COVID-19 pandemic, weaken the role of performance information in budget formulation. The study concludes by recommending institutional reforms to improve data quality and proposes the introduction of a strategic spending review to strengthen the linkage between evaluation results and fiscal decision-making.
