‘장애인 권리중심형 공공일자리’의 노동 가치 재구성: 네그리와 하트의 다중이론을 중심으로

Reconstructing the Labor Value of 'disability rights-centered public work': Focusing on Negri and Hardt’s multiplicity theory

본 연구는 장애인이 노동시장에서 배제되는 원인으로 작동되는 담론과 인식을 살펴보고 이를 넘어선 장애인의 노동 가치를 탐색하고자 네그리와 하트의 다중이론을 중심으로 ‘장애인 권리중심형 공공일자리’의 노동 가치를 살펴보았다. 장애인 노동자에게 노동 경험은 책임과 권한을 획득(empowerment)하고, 삶의 주체성을 얻게 하며 자기 삶의 통제권 또한 획득하게 한다. 그러나 장애인 노동자는 자본주의 노동 가치인 생산성 담론이라는 지배와 억압 아래 노동 능력이 없는 존재로 표지 붙여지고 지워져 버렸다. 이렇게 장애인은 노동권이 배제된 반쪽짜리 시민권을 가진 채 비장애인 중심의 노동시장에서 파편화되고 주변화됨으로써 자신의 노동 가치를 인정받지 못하게 되었다. 그러나 네그리와 하트의 다중이론에 근거하면, 근대의 이분법적 이성으로 개별적 차이와 특이성을 지닌 다중으로서의 장애인은 서로의 공통성을 형성하는 실천적 다양체가 되어 주체성을 생산하고 정치적 성격을 갖는다. 더불어 탈근대 시기에 들어서며 유형의 결과물에 중점을 둔 산업노동이 그 중요성을 상실하고 무형의 가치를 발생시키는 비물질 노동이 강조되고 있는 만큼 우리 사회는 권리중심형 공공일자리의 순기능적 역할과 노동의 가치를 재구성할 필요가 있다.

This study examines the discourses and perceptions that contribute to the exclusion of people with disabilities from the labor market and explores the value of work for people with disabilities, focusing on Negri and Hardt's multiple theories to explore the value of work in disability rights-oriented public jobs. For workers with disabilities, the experience of labor is empowering, transferring responsibility and power, and enabling them to gain agency and control over their lives. However, workers with disabilities are labeled and erased as incapable of working under the domination and oppression of the capitalist labor value of productivity discourse. In this way, people with disabilities have been denied the value of their labor by being fragmented and marginalized in a labor market dominated by people without disabilities with half citizenship that excludes labor rights. However, based on Negri and Hardt's theory of multiplicity, people with disabilities as multiples with individual differences and specificity in the binary reason of modernity become a practical multiplicity that forms commonality with each other, producing subjectivity and having a political character. In addition, as industrial labor, which focuses on tangible results, loses its importance in the postmodern era, and immaterial labor, which generates intangible values, is emphasized, our society needs to reconstruct the net functional role of rights-based public jobs and the value of labor.
