市域供应链治理机制与创新路径研究——以银川市为例

Research on the Governance Mechanism and Innovation Path of the Municipal Supply Chain: A Case Study of Yinchuan, Ningxia

Against the backdrop of the national “dual circulation” strategy and the accelerated evolution of new-quality productive forces, the municipal level, as a key spatial unit that connects higher levels and leads rural areas, has become a core issue for the high-quality development of regional industries. The Ningxia Hui Autonomous Region, due to its inland location and low degree of factor agglomeration, faces prominent issues such as missing links, short chains, and weak chains in its key industrial supply chains of “six new, six special, six excellent+N,” with logistics costs remaining above the national average. Taking Yinchuan City in Ningxia as an example, this paper conducts research on the development foundation, governance level, ecological level, and innovation capacity of the municipal supply chain in Ningxia. It grasps the general situation of municipal supply chain governance. Based on the research data and information, it focuses on the innovation of the supply chains of the key industries of “six new, six special, six excellent+N,” and conducts mathematical statistics and qualitative analysis in terms of supply chain mechanisms, ecology, digital capacity, risk prevention, emergency response, and stability. It clarifies the governance mechanisms and innovative development ideas of the municipal supply chain in the whole region, proposes countermeasures and suggestions for the healthy development of the municipal supply chain in our region, and constructs a new model for the development of key industries in Ningxia with “supply chain +.”

在国家“双循环”战略和新质生产力加速演进的背景下，市域作为承上启下、以城带乡的关键空间单元，其供应链治理已成为区域产业高质量发展的核心议题。宁夏回族自治区因地处内陆、要素集聚度低，重点产业“六新六特六优+N”供应链存在缺链、短链、弱链等突出问题，物流成本长期高于全国均值。本文以宁夏银川市为例，针对宁夏市域供应链发展基础、治理水平、生态水平、创新能力等开展调研，掌握市域供应链治理概况，基于调研数据和信息，围绕“六新六特六优+N”重点产业供应链创新，在供应链机制、生态、数字化能力、风险防范能力、应急能力、稳定性等方面，开展数理统计分析、定性分析研究，明晰全区市域供应链治理机制和创新发展思路，研究提出我区市域供应链健康发展的对策建议，构建宁夏“供应链+”的重点产业发展新模式。
