Research on Ethics and Moral Governance of Artificial Intelligence Technology

With the rapid development of artificial intelligence technology, its applications in the fields of human production and life have become increasingly widespread. However, this has also triggered a series of ethical and moral dilemmas, such as the loss of human subjectivity and values, moral trust crises, and the annihilation of moral responsibility. These dilemmas stem from factors including the dulling of humans’ perception of subjective responsibility, the immature development of artificial intelligence technology, and the lack of ethical and moral systems for artificial intelligence technology. This paper proposes governance approaches such as consolidating the core position of humans as moral subjects, improving citizens’ moral quality and scientific literacy, promoting innovative development of artificial intelligence technology, and improving ethical standards and regulatory systems for artificial intelligence technology, aiming to guide artificial intelligence to develop in a direction that enhances human well-being.

随着人工智能技术的快速发展，其在人类生产生活领域的应用日益广泛，同时也引发了人类主体和价值迷失、道德信任危机、道德责任湮灭等一系列伦理与道德困境。此类困境是由人类主体责任感知钝化、人工智能技术发展不成熟、人工智能技术伦理与道德制度缺失等原因造成的。提出稳固人类道德主体核心地位、提高公民道德素质和科学素养、促进人工智能技术创新发展、健全人工智能技术伦理标准和监管体系等治理路径，以期引导人工智能朝着增进人类福祉的方向发展。
