국립대학의 현실과 개혁방안

The Reality of National Universities and Reform Plans

이 연구는 대학교육과 국립대학 교육환경의 현실을 분석하고, 국립대학의 개혁방안을 탐색하는 것이다. 이를 위해 대학교육의 현실은 대학교육의 경쟁력, 고등교육 예산, 수도권 인구 집중화, 학령인구 감소 측면에서 살펴보았다. 그리고 국립대학 교육환경의 현실은 재정, 경쟁력, 신입생 모집 측면에서 각각 분석하고, 국립대학의 개혁방안을 제시하였다. 그 연구결과는 다음과 같다. 첫째, 국립대학을 연구중심, 교육중심 등으로 특성화하고 통합하여 경쟁력을 높여야 한다. 둘째, 국립대학의 재정을 확충해야 한다. 셋째, 국립대학법을 제정해야 한다.

This study analyzes the reality of university education and the educational environment of national universities, and then explores the reform plans of national universities. To this end, the reality of university education was examined in terms of the competitiveness of university education, the budget for higher education, population concentration in the metropolitan area, and reduction of the school-age population. And the reality of the educational environment of national universities was analyzed in terms of finance, competitiveness, and freshman recruitment, and reform plans for national universities were presented. The research results are as follows. The research results are as follows. First, national universities should be characterized and integrated as research-oriented and education-oriented to enhance competitiveness. Second, the finances of national universities should be expanded. Third, the National University Act should be enacted.
