Antitrust Regulation of the Automobile Market in Russia During the Pandemic

During the pandemic, the Russian Federal Antimonopoly Service (FAS) stabilized automobile prices and sales by approving corporate mergers and acquisitions, actively investigating automobile manufacturers and automotive sales associations, and providing administrative guidance. These actions effectively addressed the price hikes caused by the semiconductor shortage. After analyzing these measures, this paper summarizes the enforcement experiences and lessons learned by the Russian antimonopoly agency. The key to antitrust regulation lies in adhering to market development principles, optimizing the competitive environment, formulating industry self-regulation standards, and establishing behavioral norms for industry associations, with appropriate implementation guidance. These experiences provide valuable insights for antitrust regulation in the Chinese automotive market.

疫情期间俄罗斯反垄断局通过对企业集中的审批、主动调查相关汽车生产商和汽车销售协会、行政指导的方式稳定了汽车价格和销量,成功应对了芯片短缺导致的汽车价格上涨。本文对以上内容进行分析后总结了俄罗斯反垄断局执法的经验和启示。立足于市场自身的发展规律、优化市场竞争环境、制定行业自律规范和行业协会的行为规范并对实施进行指导是反垄断监管的关键,这些经验对中国汽车市场的反垄断监管有参考意义。
