미국 트럼프 2.0 행정부의 대러시아 정책에 따른 한·러 관광 교류협력 방안에 관한 고찰

A Study on the Cooperation Strategies for Korea-Russia Tourism Exchange in Response to the Changes in the Trump 2.0 Administration’s Russia Policy

최근 국제정세는 우크라이나-러시아 전쟁과 미국 트럼프 2.0 행정부의 대러시아 정책 변화 등으로 인해 급격한 변동을 보이고 있다. 특히, 미국 트럼프 2.0 행정부의 대러시아 정책은 전통적 외교 질서에 도전을 제기하며, 지정학적 긴장 속에서 다양한 분야에 영향을 미치고 있다. 한편, 관광산업은 국가 간 문화 교류와 경제 활성화를 도모하는 중요한 분야로, 한·러 양국 간 관광 교류협력은 양국 관계 개선 및 경제적 이익 창출의 잠재적 기회로 주목받고 있다. 한국과 러시아의 관광 분야 교류협력을 위하여 미국 트럼프 2.0 행정부의 대러시아 군사·정치·외교·경제·문화 등 전반적인 현황에 대한 긍정적·부정적 관점의 이해를 중심으로 한국과 러시아가 관광 분야에서 어떠한 협력과 방안이 필요한지, 그리고 한국과 러시아의 긍정적인 관광 분야 협력을 해야 하는지 모색해야 할 때라는 점이다. 이에 본 연구는 미국 트럼프 2.0 행정부의 대러시아 정책 변화가 한·러 관광 교류협력에 미치는 영향을 긍정적·부정적 차원에서 분석하고, 긍정적 측면에서 협력 방안을 모색하는 것을 목적으로 하였다. 특히, 급변하는 국제정세 속에서 현재 상황의 한·러 관광 교류협력뿐만 아니라 향후 러시아와의 관계가 정상화 될 때도 대비하여 한국이 효과적으로 대응할 수 있는 관광 교류협력 방안을 제시하고자 한다. 연구결과는 첫째, 국제정세와 정책 변화의 영향을 받는다는 점이다. 둘째, 한·러 관광산업의 특성과 협력 가능성을 들 수 있다. 셋째, 긍정적 기회와 잠재적 리스크가 상존한다는 점이다. 넷째, 정책 및 협력 방안이 필요하다는 점이다. 단기적으로는 외교 채널 및 디지털 마케팅 강화, 중장기적으로는 제도 개선, 인프라 투자 확대, 전문인력 양성 등 구체적인 협력 전략과 발전 로드맵을 마련할 필요가 있음이 도출되었다.

Recently, the international political landscape has undergone dramatic changes due to the ongoing Russia-Ukraine war and the shift in the U.S. Trump 2.0 administration’s policy toward Russia. In particular, the Trump 2.0 administration’s approach challenges the traditional diplomatic order and is influencing a wide range of sectors under growing geopolitical tensions. Meanwhile, the tourism industry has emerged as a key sector for promoting cultural exchange and economic revitalization between nations. In this context, tourism cooperation between South Korea and Russia is gaining attention as a potential avenue for improving bilateral relations and creating mutual economic benefits. To foster effective cooperation in the tourism sector, it is essential to understand the current military, political, diplomatic, economic, and cultural dimensions of the Trump 2.0 administration’s Russia policy from both positive and negative perspectives. This understanding will help identify what types of cooperation are necessary between Korea and Russia in the tourism field, and why such efforts are important for the future. This study specifically seeks to analyze the impact of the Trump 2.0 administration’s changing Russia policy on Korea-Russia tourism cooperation, examining both the opportunities and challenges it presents. From a positive perspective, it aims to suggest feasible cooperation strategies. In particular, it intends to offer practical solutions that Korea can adopt not only in the current state of international uncertainty but also in anticipation of future normalization of relations with Russia. The findings of this study highlight four key points: First, Korea-Russia tourism exchanges are influenced by international political dynamics and shifting policies. Second, the unique characteristics of the tourism industries in both countries present opportunities for cooperation. Third, both promising prospects and potential risks coexist. Fourth, there is a clear need for policy development and cooperative strategies. In the short term, diplomatic channels and digital marketing should be strengthened, while in the mid-to-long term, institutional improvements, infrastructure investment, and professional workforce development should be addressed through detailed cooperation strategies and a long-term roadmap.
