제주지역 아동건강체험활동비 지원의 단기효과와 경제효과 분석

Short-Term Perceived Outcomes and Economic Effects of the Children’s Health Experience Activity Support in Jeju

본 연구의 목적은 2023년에 최초 시행된 제주의 아동건강체험활동비 지원제도가 아동의 신체적·정신적 건강 증진에 미친 영향과 정책의 경제적 효과를 실증적으로 분석 하는 것이다. 이를 위해 지원가정을 대상으로 한 설문조사와 탐나는전 승인자료를 기반으로 이 사업의 단기 효과와 경제적 효과를 분석하였다. 분석 결과, 아동건강체험활동비는 아동의 건강 증진 효과, 만족도, 사용편의성 등에서 전반적으로 효과성이 높은 것으로 나타났다. 그리고 사용처의 적합성과 접근성에서는 도시와 농어촌 지역의 차이가 유의한 것으로 확인되었다. 또한 지역산업연관분석법에 기반한 지역 경제 효과는 아동건강체험활동비 지급으로 지원금의 79.2%에 해당하는 순지출 증가가 발생하였으며, 이로 인해 24.60억 원의 지역생산유발효과, 13.74억 원의 지역부가가치유발효과, 27.8명의 지역고용유발효과가 발생한 것으로 나타났다. 이는 아동건강체험활동비 지원 제도가 지속적으로 확대 추진될 가치가 있음을 시사한다.

The purpose of this study is to empirically analyze the impact of the Jeju Children's Health Experience Activity Support Project, which was first implemented in 2023, on the promotion of children's physical and mental health and the economic effects of the policy. To this end, the satisfaction level of this project was investigated based on a survey of supported families and Tamnaeun Jeon approval data, and the economic effects were analyzed using the regional industry linkage analysis method. As a result of the analysis, the children’s health experience activity support project was found to be highly effective in terms of the effect of promoting children’s health, satisfaction, and convenience of use, and there was a significant difference between urban and rural areas in terms of suitability and accessibility of use. In addition, the regional economic effect based on the regional industry linkage analysis method showed that the payment of the Children's Health Experience Activity Support System resulted in a net increase in expenditure equivalent to 79.2% of the subsidy, resulting in a regional production induction effect of KRW 2.46 billion, a regional added value induction effect of KRW 1.374 billion, and a regional employment induction effect of 27.8 people. This suggests that the Children's Health Experience Activity Support System is worth continuing to expand and promote.
