A Comparative Study on Pilotage Risk Factors between Daytime and Nighttime Operations

도선사는 항만을 입·출항하는 선박이 안전하게 운항할 수 있도록 핵심적인 업무를 수행하지만 야간근무를 포함한 고강도교대근무에 노출되어 있다. 본 연구는 도선사 대상 설문조사를 통해 주간과 야간의 도선 위험도를 비교하고, 증거이론과 베이지안 네트워크를 활용하여 주ㆍ야간도선 작업의 상대적 위험도를 정량적으로 평가하였다. 위험도평가 결과, 야간도선작업 위험도는 주간도선작업 대비 9.0% 높은 것으로 분석되었다. 본 연구는 야간도선작업 위험요인을 식별하고 위험도를 정량적으로 제시하는데 연구 의의가 있다.

Maritime pilots are essential for the safe navigation of vessels entering and leaving ports. However, they often face demanding shift schedules, including nighttime operations. This study compares the risk levels of daytime and nighttime pilotage through a structured survey administered to licensed maritime pilots. To quantitatively evaluate the relative risks, we utilized Dempster-Shafer theory and Bayesian Network modeling. The findings reveal that the risk level associated with nighttime pilotage is approximately 9.0% higher than that of daytime operations. This research is significant as it identifies key risk factors linked to nighttime pilotage and provides a quantitative assessment of the associated risks.
