한국 플랫폼 산업 규제의 진화 : 분산형 거버넌스와 산업구조의 동태적 상호작용

The Evolution of Platform Regulation in South Korea : The Dynamic Interplay of Decentralized Governance and Industrial Structure

이 연구는 한국 정부가 플랫폼(platform) 산업에 대한 이원적 접근을 추구한 원인과 그 과정을 설명하는 데 목적이 있다. 한국 정부는 2000년대 이후 플랫폼 산업에 대하여 진흥과 규제를 동시에 추진하는 이원적 접근을 시행하였다. 이 과정에서 플랫폼 산업에 대한 규제 중심 접근의 확대라는 변화가 발생하였다. 이 연구는 과정 추적 접근법(process-tracing approach)을 활용하여 중대 분기점(critical juncture) 이후의 단계 내 변화를 설명하는 방식을 취한다. 즉, 2008년과 2014년을 두 개의 중대 분기점으로 설정하고, 2008년~2013년과 2014년~2024년의 두 사례에 대한 ‘사례 내 분석(within-case analysis)’을 수행한다. 이 연구는 (1) 서비스(service) 부문을 포괄하는 플랫폼 산업의 특성이 이원적 접근을 촉진하였고, (2) 발전국가 모델 대 신자유주의 모델이라는 이분법을 넘어서는 설명을 시도하며, (3) 규제 중심 접근이 확대되는 동태적 메커니즘을 규명하였다는 점에서 이론적 시사점을 제공한다.

This study aims to explain why and how the South Korean government has taken a dual approach to the platform industry. Since the 2000s, the South Korean government has promoted and regulated the platform industry simultaneously. During this time, a shift toward a regulatory approach was made. Two critical junctures in 2008 and 2014 resulted in the emergence and growth of a regulatory approach. Given that 2008 and 2014 were critical junctures, this study conducts two within-case analyses: (1) 2008~2013 and (2) 2014~2024. This study provides important theoretical implications: (1) it demonstrated that the nature of the platform industry facilitated the dual approach of promotion and regulation; (2) it overcame the dichotomy of the developmental state model versus the neoliberal model; and (3) it explored the dynamic mechanisms by which the regulation-centered approach is expanding.
