Practicing welfare in the new normal

사회복지 실천에 대한 정의가 시대에 따라 달라졌듯이 ‘복지 실천’의 목적도 사회나 문화, 시대의 가치 등에 영향을 받아 조금씩 변화되어 왔다. 실천 복지 전문가의 역할과 기능 및 복지 특성을 통해 뉴노멀 시대에 대응하기 위해 변화와 혁신을 모색하고 있는 사회복지를 살펴봄으로써 뉴노멀시대의 다양한 사회문제에 대한 복지의 실천방안에 대해 몇 가지 제안하였다. 첫째, 빈곤, 불평등, 차별과 같은 전통적 문제부터 기후변화, 디지털 전환, 글로벌 이주와 같은 새로운 도전까지 다양한 분야의 지식을 창의적으로 통합할 수 있는 능력이 필요하며, 과학적 실천이 적극 활용되어야 한다. 둘째, 뉴노멀이 일상화된 사회적 현상은 과거의 행정이나 관점, 시스템으로는 해결이 어려우며, 새로운 인식과 방법, 방향 설정부터 다시 시작되어야 한다. 셋째, 입법 및 사법체계에서의 실천 기능의 활용과 사회복지 실천현장에서의 법 기반 의사결정과 법 전문가와의 상호작용을 기반으로 이루어지는 사회복지 개입 활동을 통해 전문가로서의 위상 강화가 필요하다. 넷째, 현장 환경 특성에 맞춰 지식화를 위한 실천공동체 학습활동 강화가 필요하다. 전문성 획득을 위한 실천공동체의 지식창출과 지식공유가 사회복지 직무수행에 미치는 긍정적 영향을 미치게 될 것이다.

Just as the definition of social welfare practice has changed over time, the purpose of “welfare practice” has also gradually shifted, influenced by society, culture, and the values of the times. By examining social welfare practices seeking change and innovation to adapt to the new normal through the roles, functions, and characteristics of practicing social welfare professionals, we propose several social welfare practice approaches to address various social issues in the new normal era. First, the ability to creatively integrate knowledge from various fields, from traditional issues such as poverty, inequality, and discrimination to new challenges such as climate change, digital transformation, and global migration, is necessary, and scientific practice must be actively utilized. Second, social phenomena that have become commonplace in the new normal are difficult to solve using past administration, perspectives, and systems, and must be re-evaluated with new awareness, methods, and direction. Third, it is necessary to strengthen the status of social welfare professionals through the utilization of practice functions in the legislative and judicial systems, law-based decision-making in social welfare practice sites, and social welfare intervention activities based on interaction with legal experts. Fourth, it is necessary to strengthen community of practice learning activities to build knowledge in line with the characteristics of the field environment. Knowledge creation and knowledge sharing in communities of practice for the acquisition of expertise will have a positive impact on the performance of social welfare duties.
