Amid the wave of global economic integration, cross-border e-commerce, as a vital component of international trade, is becoming a key driver of global economic growth due to its unique advantages and rapid development. The ‘Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on the Reform, Innovation, and Development of Digital Trade’ clearly supports the ‘cross-border e-commerce + industrial belt’ model, aiming to promote the integration of digital and foreign trade sectors. The 2025 Shandong Provincial Government Work Report highlights that Shandong, as an economic powerhouse and a strong foreign trade province in eastern China, plays a crucial role in the province’s economic growth through its foreign trade sector. However, due to multiple adverse factors such as the global financial crisis, deteriorating trade conditions, increased trade barriers, and declining market demand, Shandong’s foreign trade growth has significantly slowed down. With the new challenges posed by the tariff policies implemented by the Trump administration in 2025, the Shandong provincial government views cross-border e-commerce as a key driver for boosting the foreign trade sector. It is actively developing multiple comprehensive cross-border e-commerce service platforms to facilitate the gradual formation of a new trade market. Looking ahead, cross-border e-commerce is expected to become a new engine for both Shandong’s foreign trade and the province’s economic growth. In the development of cross-border e-commerce, Shandong Province is deeply committed to the strategic deployment of promoting the digital economy by the Central Committee of the Communist Party of China and the State Council. By integrating information and communication technologies, it aims to drive economic development through digital transformation, enhancing quality, efficiency, and power.
