Trilateral Marine Interactions and Development among China, South Korea, and Japan: From a Perspective of a Maritime Community with a Shared Future*

The marine economy is playing an increasingly prominent role in global economic development. However, global ocean governance is confronted with multiple challenges. The concept of “A Maritime Community with a Shared Future” advocates that all countries should collaborate in building and sharing to promote the sustainable development of the global ocean. As the key economies in Northeast Asia, China, South Korea, and Japan are closely interconnected in marine regional development and have a certain foundation for cooperation in economic, ecological, and security aspects. Nevertheless, contradictions also exist in the marine interactions among the three countries. Issues such as marine rights and interests disputes remain unsolved, and the interference of external forces poses new challenges. Therefore, although the marine regional cooperation among China, Japan, and South Korea has a solid foundation and broad prospects, it also faces both challenges and opportunities. Guided by the theoretical framework of the “A Maritime Community with a Shared Future,” this study focuses on the core areas of marine interactions among China, South Korea, and Japan, clarifies the current situation of trilateral interactions across the three dimensions of “ocean economy-marine ecology- maritime security,” and proposes development strategies. These strategies include strengthening policy communication and coordination among countries, promoting cooperation in the marine industry and the integration of science and technology, and enhancing regional marine cultural exchange and cooperation
