With the deepening implementation of the Belt and Road Initiative, the scale of China’s vocational education cooperation projects in Africa has continued to expand, yet a scientific and standardized evaluation mechanism is still lacking. Drawing on educational evaluation theory, development cooperation theory, and cross-cultural management theory, and in light of the specific characteristics of China - Africa vocational education cooperation, this study employs the Delphi method and the Analytic Hierarchy Process (AHP) to construct a multidimensional evaluation system. The system comprises five primary dimensions-project design, implementation process, capacity building, impact effectiveness, and sustainability-further operationalized into 16 secondary indicators and 42 tertiary indicators. Using the fuzzy comprehensive evaluation method, the study conducts an empirical test with the Uganda–Luban·Mozi College project, demonstrating the system’s scientific rigor and practical applicability. On this basis, the paper proposes policy recommendations such as establishing a “China–Africa Vocational Education Cooperation Evaluation Center”, developing a digital evaluation platform, and strengthening the participation of local experts, with the aim of enhancing project effectiveness and optimizing resource allocation through theoretical support and practical tools.
随着“一带一路”倡议深入实施,中国职业教育对非合作项目规模持续扩大,但其科学化、规范化评估机制尚存空白。本文基于教育评估理论、发展合作理论及跨文化管理理论,结合中非职业教育合作特点,采用德尔菲法、层次分析法(AHP)构建包含项目设计、实施过程、能力建设、成效影响、可持续发展5 个一级指标、16 个二级指标及42 个三级指标的多维度评估体系。通过模糊综合评价法对乌干达--班·墨学院项目实证验证,证明该体系具备科学性及可操作性。本文提出建立“中国—非洲职教合作评估中心”、开发数字化评估平台、强化本土专家参与等政策建议,为提升项目效能、优化资源配置提供理论支持与实践工具。
