“一带一路”背景下中国职业教育“出海”非洲及本地化策略研究——以山东科技职业学院为例

Within the strategic framework of the Belt and Road Initiative (BRI), the internationalization of China’s vocational education has become a crucial pathway for advancing educational opening-up and supporting international industrial capacity cooperation. Africa, as a key region of the BRI, faces an urgent demand for skilled talent driven by industrial transformation and employment restructuring. Drawing on the practices of Shandong Polytechnic College, this paper systematically analyzes the development needs of vocational education in Africa and the opportunities for China – Africa educational cooperation. It further summarizes localization experiences in alliance building, standard export, language integration, overseas campuses, and talent cultivation. The study argues that sustainable cooperation requires institutional embedding, diversified funding, governance optimization, and dynamic evaluation, thereby facilitating a transition from “project-driven” initiatives to a “system-supported” model.
在“一带一路”倡议的战略框架下,中国职业教育“走出去”已成为推动教育对外开放和服务国际产能合作的重要路径。非洲作为“一带一路”的重点区域,其产业转型和就业结构升级对技能型人才的需求尤为迫切。本文立足山东科技职业学院的实践,系统分析非洲职业教育的发展需求与中非教育合作的机遇,结合该院在联盟建设、标准输出、语言融通、境外办学和人才培养等方面的探索,总结了职业教育“出海”非洲的本地化实施经验。本文提出,应通过制度嵌入、多元筹资、治理优化和动态评估,构建可持续的合作机制,从而实现由“项目驱动”向“体系支撑”的转型。
