This study examines the background and significance of the Mongolian language proficiency tests currently administered in Mongolia, based on test guides, workbooks, and survey results. It analyzes the current operation status and evaluation criteria of the tests and proposes development plans. Both tests, ToPMON and TOMFL, were developed based on the Common European Framework of Reference for Languages (CEFR), and it was confirmed that systematic management is carried out regarding the composition of questions according to vocabulary and grammar levels, online testing, and test site administration. However, several areas require improvement, including limited accessibility and diversity of preparatory materials for foreign test takers, insufficient multilingual provision of test information, lack of guidance on testing environments by country, the need for improvements in online systems to ensure fairness and reliability, and the absence of institutional foundations to secure consistency and objectivity in test administration. Nonetheless, the establishment of standardized tests to objectively assess foreign learners’ Mongolian proficiency holds significant importance.
