저성장시대에 지방의 노동생산성 변화 요인분해와 산업구조 변화의 생산성 증가 효과 - 전남 서비스업을 중심으로

Factors Decomposing Changes in Local Labor Productivity and the Effects of Industrial Structural Changes on Productivity Increase in the Low-Growth Era : Focusing on the Jeonnam Service Industry

최근 우리나라는 국가적 차원 뿐 아니라 지역적 차원에서도 저성장의 추세가 나타나고 있고, 서비스업의 생산성 부진과 제조업의 비중 축소라는 이중고를 겪고 있다. 본 연구에서는 지방차원에서 저성장이 고착화 되기 시작한 2006년부터 2020년사이에 전남을 대상으로 지역 산업구조의 변화를 서비스업 중심으로 살펴보고, 노동생산성 변화의 요인분석을 통해 산업구조 변화의 생산성 증대 효과를 고찰하여 정책적 시사점을 제시하고자 한다. 분석결과, 전남 지역경제에서 저성장이 고착되어 가는 2006~2020년 기간 중에 2010년이후 노동생산성 성장률의 감소는 주로 전남의 주력산업인 제조업에 기인한 것으로 나타났다. 특히 ‘산업 내 효과’의 노동생산성의 기여도는 서비스업에서는 모두 양(+)의 값을 가졌으나 제조업에서는 음(-)값을 가져 전산업의 노동생산성 둔화에 큰 영향을 미치는 것으로 나타났다. 또한 전산업에 있어 ‘산업 간 구조변화 효과’를 보면 그 중 정태적 구조효과는 전기간 양(+)의 값을 나타내었으나 동태적 구조효과는 전기간 음(-)의 생산성 효과를 나타내는 엇갈린 양상이 나타났다. 또한 전남의 서비스업에서 생산성 증가 효과가 가장 높은 업종은 사회서비스와 생산자서비스로 나타났으며, 이들 업종을 선택과 집중을 통해 육성하는 방안이 필요하다.

Recently, our country has been experiencing a low-growth trend not only at the national level but also at the regional level, and is suffering from the double whammy of sluggish productivity in the service industry and a shrinking share of the manufacturing industry. In this study, we will examine the changes in the regional industrial structure of Jeonnam between 2006 and 2020, when low growth began to become entrenched at the local level, focusing on the service industry, and examine the productivity-enhancing effects of changes in the industrial structure through labor productivity factor analysis to suggest policy implications. As a result of the analysis, it was found that the decrease in the growth rate of labor productivity since 2010 during the period of 2006 to 2020, when low growth became entrenched in the Jeonnam regional economy, was mainly due to manufacturing, which is Jeonnam's main industry. In particular, the contribution of labor productivity of the 'industry effect' had positive (+) values in all service industries, but negative (-) values in manufacturing, showing a significant impact on the slowdown in labor productivity across all industries. In addition, when looking at the ‘inter-industry structural change effect’ in all industries, the static structural effect showed a positive (+) value for the entire period, but the dynamic structural effect showed a mixed pattern of negative (-) productivity effects for the entire period. In addition, the industries with the highest productivity increase effects in the service industry in Jeonnam were social services and producer services, and it is necessary to foster these industries through selection and concentration.
