아동권리 관점에서의 중등학생 진로교육 참여 경험에 관한 질적연구

A Qualitative Study on Secondary School Students' Participation Experiences in Career Education from the Perspective of Children's Rights

본 연구는 UNESCO 및 아동권리보장원에서 제시한 다양한 아동권리 중 비차별의 원칙, 아동 최선의 이익 원칙, 아동 의견 존중의 원칙, 생존권 및 발달권의 면에서 중등학생들의 진로교육 참여 경험을 질적 연구방법을 활용하여 심층적으로 분석함으로써 진로교육의 실태를 살펴보고 이를 통해 정책적 시사점을 제시하는 데 목적이 있다. 본 연구의 결과, 첫째, 비차별 원칙의 관점에서 교육 기회의 평등은 보장되지만 진로교육의 온라인 접근성과 지역적 차별이 나타났다. 둘째, 아동 최선의 이익 원칙 관점에서 진로발달역량 신장과 잠재능력 개발이 어렵다고 인식되고 있었다. 셋째, 아동 의견 존중의 원칙면에서 진로교육 제공 및 선택 시 학생들의 의견 반영이 제한되었다. 넷째, 생존권 및 발달권 면에서 진로에 관한 기술이나 역량 함양에 진로교육이 도움이 되지 않는다고 인식되었다. 이와 같은 분석 결과에 근거하여 아동권리 관점에서의 진로교육 정책적 시사점 및 정책의 방향을 다음과 같이 제시하였다. 첫째, 학생 중심의 교육정책 강화가 필요하다. 둘째, 분절적 삶에서의 진로교육이 아니라 삶의 연속적 측면에서의 접근과 교육 실현이 이루어질 수 있는 정책이 필요하다. 셋째, 진로교육의 주요 주체인 학생들이 진로교육에 적극적으로 의견을 제시할 수 있는 선택과 기회 제공 창구의 확대가 필요하다. 넷째, 진로교육에서 아동권리를 보장하여 학생들이 주체적이고 능동적인 역량을 발휘할 수 있는 진로교육 환경 구축이 필요하다.

This study aims to examine the current status of career education by deeply analyzing the experiences of secondary school students participating in career education in terms of the principle of non-discrimination, the principle of the best interests of the child, the principle of respect for the child's opinion, and the right to survival and development among various children's rights suggested by UNESCO and the National Institute for the Protection of the Rights of the Child using qualitative research methods, and to suggest policy implications through this. The results of this study are as follows: First, from the perspective of the principle of non-discrimination, equality of educational opportunities is guaranteed, but online accessibility and regional discrimination in career education were found. Second, from the perspective of the principle of the best interests of the child, it was recognized that it was difficult to enhance career development capacity and develop potential abilities. Third, from the perspective of the principle of respect for the child's opinion, the reflection of students' opinions in the provision and selection of career education was limited. Fourth, from the perspective of the right to survival and development, it was recognized that career education was not helpful in fostering career-related skills or capabilities. Based on these analysis results, the policy implications and policy directions for career education from the perspective of children's rights were suggested as follows. First, it is necessary to strengthen student-centered education policies. Second, we need a policy that can approach and realize education in the continuous aspect of life, not career education in a segmented life. Third, we need to expand the window for providing choices and opportunities for students, who are the main subjects of career education, to actively express their opinions in career education. Fourth, we need to build a career education environment that guarantees children's rights in career education and allows students to demonstrate their subjective and active capabilities.
