Changes in Skills and Skill Premium for College-Educated Youth

본 연구는 빠른 정보기술의 발달로 인해 기존의 기술이 빠르게 진부화됨에 따라 특수적 숙련에 비해 일반적 숙련의 중요도가 상대적으로 증가하고 있는 지를확인해 보았다. 특수적 숙련에 대한 수익률이 약화하는 추세가 있을 것으로 예상하고 이를 경험적으로 확인해 보고자 하였다. 분석 결과 특수적 숙련 지표에 대한 수익이 시간이 흐름에 따라 감소하고 있다는 통계적 증거를 발견할 수 없었고오히려 증가하고 있을 가능성이 있었다. 이러한 분석결과는 현재 우리나라의 노동시장이 빠른 정보기술의 발달에 적합한 준비를 하는데 미흡한 상태일 가능성이 높다는 것을 시사하였다. 또한 특수적숙련에 대한 보상이 높고 추세적으로도 지속되고 있다는 것은 당장의 근시안적인수익성에 과도하게 집중하고 장기적인 수익성을 위한 인재양성이나 산업구조변화 및 기술개발을 게을리하고 있을지도 모른다는 것을 암시하였다.

This study examined whether the importance of general skills has relatively increased compared to specific skills, as existing technologies are rapidly becoming obsolete due to the fast development of information technology. It was anticipated that the returns to specific skills might be declining, and the study aimed to empirically verify this trend. The analysis, however, did not find statistical evidence that the returns to specific skills are decreasing over time; rather, there was a possibility that they are actually increasing. These results suggest that the current labor market in Korea may be inadequately prepared for the rapid advancement of information technology. Furthermore, the fact that the returns to specific skills remain high and persistently so may imply that there is excessive focus on short-term profitability, potentially at the expense of fostering talent, transforming the industrial structure, and investing in technological development for long-term sustainability.
