본 연구의 목적은 수도권과 지역간 격차 확대를 완화하고 지방소멸의 위험을 극복하기 위한 국가균형발전 또는 지역발전의 새로운 대안으로 초광역경제권의 필요성과 이를 위한 부산의 미래산업 육성방안을 부산의 잠재력과 기회 요인을 기반으로 제시하는 것이다. 기존의 동남권 중심의 발전 전략이아닌 동남권과 대경권 그리고 호남권역을 아우르는 서남권(광주, 전남, 전주, 전북)을 포함한 남부경제권의 구축 필요성과 남부경제권의 거점도시인 부산의 기능과 역할을 미래성장산업의 육성을 위한정책 제안에 있다. 구체적인 정책 제안은 다음과 같다. 첫째, 부산은 남부경제권의 거점도시이며, 동남권의 중심도시이므로, 부산, 광주 그리고 대구 등 거점도시간, 나아가 거점도시와 중심도시간산업적 연계전략의 구축, 두 번째는 권역별 산업이 성장 및 발전, 나아가 글로벌경쟁력을 확보하기위해 지속적인 금융지원을 위한 부산금융중심지가 동북아 금융허브로 도약할 수 있도록 육성전략을새롭게 수립하여야 할 것이다. 세 번째는 북극항로와 유라시아철도 등 부산의 새로운 기회 요인을적극 활용하여 기존의 항만중심의 트라이포트 물류체계를 한 단계 업그레이드된 미래지향적 트라이포트 물류체계로 구축, 네 번째는 최근 부산시가 의욕적으로 추진한 창업도시 부산 프로젝트를 남부경제권으로 확대하여 좋은 일자리의 창출과 청년인구의 역외유출을 억제하여 부산을 남부경제권의창업중심지로 육성하여야 한다. 마지막으로 부산이 남부경제권 거점도시로서의 위상 제고와 금융중심지 육성 및 산업적 연계 전략을 위하여 마이스산업을 고부가가치 서비스산업으로 육성하여 부산을마이스산업의 메카로 육성하여야 할 것이다.
The purpose of this paper is to provide policy recommendations for construction of Southern Economic Zone and future strategic industries in Busan based on Busan’s potentials and newly recognized opportunities such as the arctic route and Eurasia connected railroads, in order to mitigate the widening gap between the capital area and the locals. For this aim, we propose the greater economic area, so-called Southern Economic Zone and strategic industries in specific cities and regions focusing on Busan’s role and comparative advantages. The policy suggestions are as follows; the first one is to establish the industry-connected alliance between cities and regions. Second, for sustainable financial supports, Busan Finance Center is promoted to North-East financial hub utilizing the potentials and new opportunities. Third, the current tri-port logistic system should be upgraded incorporating the arctic route and Eurasian railroads. Fourth, Busan should be pursued as a hub city for foundation and the venture. And lastly, Busan should put more emphasis on MICE industry with the property of a high value-added service industry.
