日韓関係60年における海(国境漁業)のレジーム : 摩擦の実態と協力の可能性

The Meiji Restoration Leaders' Perception of Foreign Affairs and National Expansionism

Japan and Korea have built a stable and mutually dependent partnership, despite occasional friction and cooperation, conflict and reconciliation. The oceans that straddle the two countries also offer glimpses of similar ups and downs. This paper examines some of the maritime issues that have arisen between the two countries in the 60 years of bilateral relations. First, I will outline the two fisheries regimes agreed upon between the two countries, then examine the frictions that have arisen under these systems from four perspectives. Based on the current state of these frictions, I will consider how cooperation between Japan and Korea that transcends these frictions is possible, focusing on the perspective of the people whose livelihood depends on the oceans in question-namely, fishermen first.

日本と韓国は､時に摩擦と協調､葛藤と融和を転々としながらも､相互に安定し､かつ依存した提携関係を築き上げてきた｡両国にまたがる海洋もまた､同様の転々とした状況を垣間見ることができる｡そこで本稿では､日韓関係60年のいま､その間における海の問題の一端を取り上げる｡まずは､日韓両国間で妥結したふたつの漁業レジームの内容を略述した上で､その制度下に生じている摩擦を4つの視角に留意しつつ概観していく｡そうした摩擦の実態を踏まえつつ､今後日韓間で摩擦を超えた協力がいかに可能なのかについて､当該海洋を生活圏としている人びと､すなわち漁業者ファーストの観点に依拠しながら､考察を試みるものである｡
