지방교육재정의 문제점과 개선방향 탐색

Exploring the Problems and Directions for Improvement in Local Education Finance

본 연구는 지방교육재정의 불안성이 가중되는 상황에서 지방교육재정의 현황을 진단하고, 문제점 분석을 통해 개선방향을 탐색하는 것을 목적으로 한다. 지방교육재정은 지방교육의 질을 좌우하는 핵심 수단임에도 불구하고, 재정 구조의 경직성과 비효율성, 제도 운용상의 불안정성 등 다양한 문제에 직면해 있다. 특히 최근 학령인구의 급격한 감소와 내국세에 연동된 연도별 재정 규모의 불균형 문제는 지방교육재정의 개편 필요성을 더욱 부각하고 있다. 이에 본 연구는 지방교육재정에 대한 현황분석을 통해 현행 제도의 구조적 한계와 문제점을 진단하고, 안정적이고 지속가능한 지방교육재정 확보 방안과 전략적 재정 운영이 가능하게 하도록 하기 위한 정책 방향을 제시하였다. 특히 지역 간 재정 격차와 교육격차 완화를 위한 교부금 배분 방식의 개편, 성과 중심의 재정 집행 및 평가 체계 구축의 필요성을 제시하였다. 학령인구가 감소하고 대외적으로는 감소하는 만큼 교육재정규모를 축소해야 한다는 목소리가 높다. 또한 국세수입의 감소로 인해 발생하는 보통교부금 규모의 높은 변동성은 안정적인 교육재정운영을 어렵게 하고 있다. 본 연구는 교육재정 축소를 주장하는 기존연구와 달리 국가 인적자원 관리의 전략적 차원에서 교육재정에 대한 투자 확대를 대안으로 제시하였다.

This study aims to provide a comprehensive analysis of the current state of local education finance and to present directions for improvement in response to growing fiscal instability. Despite its critical role in ensuring the quality of local education, local education finance faces multiple challenges, including structural rigidity, inefficiencies in fiscal operations, and institutional instability. In particular, the sharp decline in the school-age population and the imbalance in annual fiscal size due to the linkage with national tax revenues have highlighted the urgent need for reform. Through an in-depth analysis of the current system, this study identifies structural limitations and key issues, and proposes policy directions to ensure a stable and sustainable local education finance system. Key recommendations include reforming the allocation mechanism of education grants to reduce regional disparities in finance and education quality, and establishing a performance-based budgeting and evaluation framework. Given the rapid changes in the fiscal environment, this research is expected to contribute meaningfully to enhancing the stability and efficiency of fiscal management in the education sector.
