Development of a Unification Competence Inventory

연구목적: 한반도 분단이 지속되면서 통일은 단순한 사건이 아닌 장기적으로 평화를 구축하는 과정으로 인식되고 있다. 이에 따라 시민이 실천할 수 있는 통일 역량의 구체적 구성 요인과 수준을 파악할 필요성이 대두된다. 본 연구는 통일 역량의 핵심 요인을 규명하고, 이를 측정할 수 있는 도구를 개발 및 타당화하는 데 목적이 있다. 연구방법: 문헌연구와 전문가 집단 검토를 통해 예비 문항을 구안한 뒤, 내용타당도 검토(CVI) 결과를 반영해 54문항을 확정하였다. 전국 성인 137명을 대상으로 예비 검사를 실시한 후 탐색적 요인분석을 실시하였으며, 추출한 문항을 사용하여 242명을 대상으로 본 검사를 실시한 후 확인적 요인분석을 실시하여 최종 문항을 확정하였다. 연구결과: 통일 역량은 4개 요인, 총 18개 문항으로 도출하였다. 각 요인은 평화적 기여(7문항), 다양성 존중(5문항), 소통과 실천(3문항), 비판적 사고(3문항)로 명명하였다. 네 가지 요인은 공통적으로 한반도 맥락에서 평화적 전환에 기여하려는 지향을 담고 있으며, 평화통일 과정에서 개인이 발휘할 수 있는 역량을 통합적인 구조로 설명한다. 결론: 본 연구가 제안하는 통일 역량 척도는 각 시민이 통일의 주체로서 갖춰야 하는 역량을 4가지 요인으로 구조화할 수 있다. 이는 통일교육 및 평화교육 프로그램의 목표 설정과 효과 평가에 활용될 수 있으며, 시민 스스로 자신의 통일 역량을 진단하고 향상시킬 수 있는 실천적 지표로서 의의가 있다.

Purpose: With the Korean Peninsula remaining divided, unification is increasingly perceived not as a one-time event but as a long-term peace-building process. Consequently, there is a growing need to identify the concrete components and levels of ‘unification competence’ that citizens can enact in daily life. This study aimed to specify the core factors of unification competence for Korean citizens and to develop and validate a scale for its measurement. Methods: Preliminary items were generated through a literature review and expert panel discussions. After content-validity indexing (CVI), fifty-four items were retained. A preliminary survey with 137 adults was conducted and subjected to an exploratory factor analysis (EFA). Using the refined item pool, a main survey of 242 adults was administered; confirmatory factor analysis (CFA) was then performed to finalize the scale. Results: EFA and CFA yielded eighteen items loading on four factors. Peaceful Contribution (7 items), Respect for Diversity (5 items), Communication & Action (3 items), and Critical Thinking (3 items). The four factors share a common orientation toward contributing to a peaceful transition on the Korean Peninsula and collectively offer an integrated framework for the competencies individuals can demonstrate in the process of peaceful unification. Conclusion: This unification competence scale proposed in this study organizes the competencies that citizens should possess as agents of unification into four factors. The instrument can inform goal setting and impact evaluation in unification and peace education programs, while also providing citizens with a practical diagnostic tool to assess and enhance their own unification competence.
