The present study analyses case studies of online exchange classes between Japanese and Korean universities and examines learners’ needs and perceptions through a questionnaire survey targeted at university students in Japan and Korea. In doing so, it aims to develop an effective design model for Japan- Korea online exchange classes. The analysis reveals that Korean students prefer convertsation-centred activities and real-time interaction in online exchange classes, while Japanese students favor teacher-led, structured classes with language support. Both groups share preferences for small group participation and cultural content integration. Key differences emerged in technical support needs, feedback methods, and assessment criteria. These findings highlight the necessity for learner-centred design that accommodates the distinct educational preferences of Japanese and Korean students. Reflecting these needs, this study proposes a design model for online exchange classes that expands learner participation, promotes intercultural understanding, and potentially allows credit recognition. It is hoped that the present research will help higher education institutions in Japan and Korea to develop international collaborative education programmes and to establish their strategic foundation
