자율운항선박 시대 해양경찰 교육수요 분석과 우선순위 도출

Analysis of Korea Coast Guard Training Needs and Prioritization in the Era of Maritime Autonomous Surface Ship

자율운항선박의 상용화는 미래해양에서의 가장 큰 변화로 평가되며, 이에 따라 해양경찰 임무 수행을 지원할 교육체계의 선제적 개선이 절실하다. 본 연구는 해양경찰의교육 수요를 실증적으로 분석하고, 자율운항선박 관련 교육 분야의 우선순위를 체계적으로 도출하는 데 목적을 두었다. 이를 위해 해양경찰교육원 교수요원과 교육담당 직원들을대상으로 설문조사를 실시하였다. 설문 문항은 자율운항선박 교육의 핵심 분야에 대해 중요도와 시급성을 평가하도록 구성하여, 수집된 자료는 IPA 기법을 활용하여 분석하였다. 분석 결과, 응답자들은 자율운항선박이 해양경찰 임무에 중대한 변화를가져올 것이라는 인식을 높게 평가했으나, 현재의 교육과정은 이러한 변화를 충분히 반영하지 못하고 있는 것으로 나타났다. IPA 분석에서는 원격통제 및 감시체계, 사이버보안대응이 중요도와 시급성 모두 높은 영역으로 나타나 핵심 교육과정으로 우선 편성해야 할것으로 확인되었다. 본 연구는 자율운항선박 시대를 대비한 해양경찰 교육체계 개선 방향을 제시하였다는 점에서 실질적 의의를 지닌다. 특히 제한된 교육자원을 효율적으로 배분할 수 있는 교육 우선순위를 도출함으로써 향후 해양경찰교육원의 커리큘럼 설계와 정책수립에 기초자료로 활용될 수 있을 것이다.

The commercialization of MASS is considered the most significant changein the future of maritime affairs, necessitating proactive improvements to the trainingsystem to support maritime police missions. This study aimed to empirically analyzethe training needs of maritime police officers and systematically prioritizeMASS-related training areas. To this end, a survey was conducted with facultymembers and training staff of the Korea Coast Guard Training Institute. Thequestionnaire was designed to assess the importance and urgency of key areas ofMASS training, and the collected data was analyzed using the Importance -Performance Analysis (IPA) technique. The analysis revealed that respondents highlyrecognized the potential for MASS to significantly transform maritime policemissions, but the current curriculum fails to adequately reflect these changes. TheIPA analysis identified remote control and surveillance systems and cybersecurityresponse as areas with both high importance and urgency, highlighting the need forprioritizing them as core curriculum areas. This study holds practical significance inthat it suggests ways to improve the maritime police training system in preparationfor the era of MASS. In particular, by identifying educational priorities that enableefficient allocation of limited educational resources, it can serve as a foundation forfuture curriculum design and policy formulation at the Korea Coast Guard TrainingInstitute.
