A Study on the Concept and Components ofSecurity Activities

본 연구는 국내 경비활동의 법적ㆍ제도적 개념이 모호한 현실을 지적하며, 실제 경비원의 활동을 분석해 경비활동의 개념과 범위를 정립하고자 하였다. 공동주택, 학교, 병원, 산업단지 등 다양한 환경에서 근무하는 경비원 8인의 인터뷰를 바탕으로 도난 방지, 화재 예방, 질서 유지, 응급 대응 등 총 8가지 활동요소를 도출하였다. 각각의 활동은 순찰, CCTV 관제, 출입통제, 점검, 장비 운용, 질서 유지, 고객응대, 응급대응 등으로 구분되며, 각 요소는 위험 예방과 질서 유지를 목표로 실제적인 기능을 수행하고 있음이 확인되었다. 경비활동은 단순 감시를 넘어 위기 대응과 서비스 제공을 포괄하는 다기능적 행위로 정의되며, 현장의 상황과 시설 특성에 따라 그 역할이 다르게 나타났다. 연구 결과는 경비활동의 제도적 기준 마련과 업무 매뉴얼 개선에 기초자료를 제공하며, 향후 시설 유형별 경비전략 분석과 법적 제도 정비 방향에 대한 후속연구를 제안하였다.

This study seeks to redefine the concept and scope of security activities in South Korea, where legal and institutional definitions remain insufficiently articulated. Drawing upon in-depth interviews with eight security personnel employed across diverse settings—including residential complexes, educational institutions, hospitals, and industrial facilities—the research identifies eight core components of contemporary security work: patrol, CCTV monitoring, access control, inspection, portable equipment operation, order maintenance, customer assistance, and emergency response. These activities reflect a shift from traditional surveillance toward multifaceted functions encompassing risk prevention, public safety, and service facilitation. The findings demonstrate that the nature and emphasis of these tasks differ depending on the institutional context and work environment, thereby underscoring the dynamic and situationally adaptive role of modern security officers. By integrating empirical data with prior research, the study contributes to clarifying the practical boundaries of security work. It further provides foundational insights for revising legal definitions, enhancing training protocols, and improving operational manuals. Future research should investigate facility-specific security strategies, assess discrepancies between legal standards and field practices, and develop objective metrics for evaluating security service effectiveness.
