북미 제네바 기본합의에서 북한의 협상전술과 남한의 역할 : 1993년 외교사료를 중심으로

North Korea's Negotiation Tactics and South Korea's Role in the U.S.-North Korea Geneva Agreed Framework : With a Focus on 1993 Diplomatic Archives

본 연구는 2024년 일반에 공개된 1993년 외교사료를 참고해 1993년 북한의 핵확산금지조약(NPT) 탈퇴 이후 1차 북핵 위기에서 북한이 미국과 협상하며 외교적 목표를 달성한 협상전술을 분석한다. 또한 1993년 북미 고위급 회담 과정에서 남한의 역할을 재조명한다. 특히, 북한은 핵 개발 의혹을 통해 자신을 단순한 주변부 국가로 남기지 않고, 중심부적 속성을 추구하면서 국제 질서 속에서 영향력을 행사하려고 했다. 북한은 핵 개발 의혹으로 국제사회의 주목을 끌었으며 핵이 지닌 전략적 가치를 다시 한번 실감하게 됐다. 남한의 경우, 반주변부 국가로서 북핵 문제에서 배제되지 않기 위해 노력했으나 북미 고위급 회담이 개최되는 과정에서 남한의 입지를 확보하기 위해 여러 정치외교적 딜레마를 해결해야 했다. 남한은 북한의 핵 개발을 저지하고, 남북 대화의 교착상태를 극복하며, 한미 동맹을 유지하면서 국제원자력기구(IAEA) 등 국제사회와 협력해야 하는 외교적 노력을 지속했다.

Based on 1993 diplomatic archives declassified in 2024, this study analyzes North Korea's negotiation tactics while negotiating with the U.S. during the first North Korean nuclear crisis following its withdrawal from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in 1993. It also reexamines South Korea’s role in the high-level U.S.-North Korea talks in 1993. In particular, North Korea sought to avoid remaining a mere peripheral state by leveraging nuclear development suspicions regarding itself to enhance its strategic centrality and exert influence within the international order. By raising suspicions about its nuclear ambitions, North Korea attracted global attention and reaffirmed the strategic value of its nuclear weapons. Meanwhile, as a semi-peripheral state, South Korea sought to avoid being sidelined in the North Korean nuclear issue. Thus, as high-level talks between North Korea and the U.S. took place, South Korea had to navigate various political and diplomatic dilemmas to secure its position. South Korea continued to engage in diplomatic efforts to prevent North Korea from advancing its nuclear program. break the deadlock in inter-Korean dialogue, maintain its alliance with the U.S., and cooperate with the international community, including the International Atomic Energy Agency (IAEA).
