특수교육대상자 인권실태조사에 대한 인식: 특수교육 전문가, 특수교사, 보호자 의견을 중심으로

Perceptions of the Human Rights Survey for Students with Special Needs : Focusing on the Views of Special Education Experts, Teachers, and Parents

연구목적: 본 연구는 특수교육 전문가, 특수교사, 보호자를 대상으로 특수교육대상자 인권실태조사에 대한 인식을 분석하고, 향후 인권실태조사의 체계 및 조사 문항 개선 방향을 탐색하는 데 목적이 있다. 연구방법: 특수교사, 보호자, 관리자 등 19명을 대상으로 초점집단면담(FGI)을 실시하였으며, 수집된 면담 자료는 지속적 비교 분석법을 활용해 주제별로 분석하였다. 연구결과: 참여자들은 인권실태조사의 연령 범위, 참여 대상, 조사 시기 및 방법, 문항 구성 등 다양한 측면에서 개선이 필요하다고 인식하였으며, 인권 보호 및 인권침해 예방에 목적을 두고 조사의 정체성과 실효성을 높여야 한다는 의견을 제시하였다. 결론: 특수교육대상자의 인권 감수성과 특성을 반영한 문항 구성, 조사 방식 다양화, 결과 환류 체계 구축의 필요성에 대해 논의하였다.

Purpose: This study aimed to analyze the perceptions of special education experts, teachers, and parents regarding the Human Rights Survey for students eligible for special education and to explore directions for improving the survey system and questionnaire items. Method: Focus Group Interviews(FGI) were conducted with 19 participants, including special education experts, teachers, and parents. The collected data were analyzed thematically using the constant comparative method. Results: Participants recognized the need for improvements in various aspects of the survey, including the age range of participants, target groups, timing and method of administration, and questionnaire design. They emphasized the importance of clarifying the survey’s purpose and identity and enhancing its effectiveness regarding human rights protection and the prevention of rights violations. Conclusion: The study discussed the need to develop survey items that reflect both the human rights sensitivity and characteristics of students with special needs, to diversify survey methods, and to establish a feedback system for the effective use of survey results.
