Government Support and Technological Innovation in Enterprises with In-House R&D: Moderating Role of the Product Life Cycle Across Industries by R&D Intensity

(Purpose) This study investigates the influence of government support schemes on product innovation, with particular attention to the moderating role of the product life cycle. (Design/Methodology/Approach) Given that the dependent variable is a binary indicator of product innovation success, binary logistic regression analysis was performed using SPSS version 27. The empirical scope was restricted to firms possessing either an in-house corporate research institute or a dedicated R&D department. This sampling criterion is grounded in prior literature, which underscores that such firms exhibit distinctive capabilities in innovation-related learning and absorptive capacity relative to their counterparts (Cohen & Levinthal, 1990; Zahra & George, 2002; Griffith, Redding & Van Reenen, 2003). Industry classification followed the OECD (2016) taxonomy of R&D intensity, yielding four distinct categories. The final dataset comprised 1,776 firms. (Findings) The moderating role of human resource support was positive and statistically significant for High-Tech, Medium-High Tech, and Medium Tech industries, but not for Medium-Low Tech industries. Notably, certain variables that exhibited significant direct effects of government support in the baseline models demonstrated reversed coefficient signs when the moderating effect was incorporated. (Research Implications or Originality) The findings suggest that investment in the development of highly skilled human resources exerts a beneficial moderating effect on product innovation, particularly when viewed from a long-term strategic perspective aimed at securing sustained competitive advantage in the marketplace. These results highlight the necessity for future government support programs to integrate industry-specific considerations and product life cycle stages into their design, alongside expanding human capital development initiatives tailored to sectoral characteristics.
