A Study on the Strategic Imperatives for Developing the Arctic Shipping Route

The development of the Arctic Shipping Route (ASR) represents a transformative opportunity for global maritime logistics and Korea’s economic future. Climate change and the melting of Arctic sea ice are opening navigable passages that can reduce shipping distances by up to 40% and cut transport time by more than ten days compared to conventional routes via the Suez or Panama Canals. For a trade-dependent nation such as Korea, where over 99% of exports rely on maritime transport, securing a stable, cost-effective, and geopolitically safer route is of strategic importance. This study examines the economic, geopolitical, and environmental imperatives of developing the ASR, with a focus on Korea’s technological capacity in icebreaking vessels, LNG transport, and autonomous shipping. Furthermore, it analyzes the potential for Korea to emerge as a global logistics hub by leveraging its geographic position and maritime infrastructure. The study emphasizes that Korea’s proactive engagement in international cooperation is essential to establish governance mechanisms for safe navigation and environmental protection. By combining national policy support with private-sector innovation, Korea can strengthen its competitiveness in Arctic maritime transport. Ultimately, the ASR is not only a new trade corridor but also a strategic arena where climate change, economic opportunity, and global power relations intersect. In this context, Korea’s timely investment and leadership can shape the rules and standards of Arctic navigation. Such efforts will ensure that the ASR evolves into a sustainable and inclusive maritime route benefiting both national interests and the global economy.
