云南省生态旅游环境保护法治建设研究

Research on the Construction of Law and Order of Ecological Tourism Environmental Protection in Yunnan Province

This study focuses on environmental protection issues in ecotourism activities in Yunnan Province, aiming to promote the sustainable development of tourism through legal means. As one of the provinces in China with extremely rich biodiversity, Yunnan has seen continuous expansion of its ecotourism market in recent years, but it also faces practical challenges such as overloading of ecological carrying capacity, lack of development and protection systems, imbalance in benefit distribution mechanisms, and lagging regulatory technologies. By combining literature review, case analysis, and field research, this study thoroughly examines the current status and challenges in the legal construction of ecotourism environmental protection in Yunnan Province. Drawing on successful domestic and international experiences, it proposes a series of targeted countermeasures and suggestions. Through improving laws and regulations, strengthening law enforcement, promoting technological innovation, and enhancing community participation, this study aims to provide theoretical support and practical guidance for the legal construction of ecotourism environmental protection in Yunnan Province and even nationwide, promoting the positive interaction between ecotourism and environmental protection, and realizing the development concept that “lucid waters and lush mountains are invaluable assets”.

本研究聚焦于云南省生态旅游活动中的环境保护问题，旨在通过法律手段促进旅游业的可持续发展。云南省作为中国生物多样性极为丰富的省份之一，近年来生态旅游市场规模不断扩大，但同时也面临着生态承载力超载、开发保护制度缺位、利益分配机制失衡和监管技术滞后等现实困境。研究采用文献回顾、案例分析和实地调研相结合的方法，深入剖析了云南省生态旅游环境保护法治建设的现状和挑战，并借鉴国内外成功经验，提出了一系列针对性的对策建议。通过完善法律法规、加强执法力度、推动技术创新和提升社区参与度，本研究期望为云南省乃至全国的生态旅游环境保护法治建设提供理论支持和实践指导，推动生态旅游与环境保护的良性互动，实现“绿水青山就是金山银山”的发展理念。
