대규모 재난 대비를 위한 지역사회 참여형 방재교육의 실천적 개선방안 연구

Practical Strategies of Enhancing Community-Based Participatory Disaster Education for Large-Scale Disaster Preparedness

현대 재난은 기후위기, 도시화 등 복합적 요인에 의해 더욱 빈번하고 복잡하게 발생하며 이에 따라 방재교육에 대한 패러다임의 전환이 요구되고 있다. 국내에서는 법령 등의 제도적 기반을 갖추었음에도 불구하고 운영방식에서의 한계점이 있다. 여전히 정보전달 중심의 교육에서 벗어나지 못하고 있으며, 학습자의 주체성, 지역사회 협력, 교육의 지속성 확보에 부족함이 있다. 반면 일본은 한신·아와지대지진과 동일본대지진을 계기로 방재교육을 실천 중심, 지역 연계형, 문화 내재형으로 전환하였다. 본 연구는 국내 방재교육의 구조적 한계를 진단하고, 지역사회 참여형 방재교육 실천방안을 제안하기 위해 일본의 사례를 분석하였다. 그 결과 학습자가 지역 기반에서 재난 리스크를 스스로 인식하고 대응할 수 있는 구조적·문화적 기반이 중요함을 확인하였다. 이에 국내 방재교육은 단편적 생존기술 교육에서 벗어나 시민성과 공동체 회복력을 함양하는 교육으로 재구성되어야 하며 교육기관과 지역사회 간 협력 체계 구축, 생활문화로의 전환 등이 실천되어야 한다.

Owing to factors like climate change and urbanization, modern disasters are becoming more frequent and complex, which demands a paradigm shift in disaster education. Centered on top-down delivery and lacking learner agency, local engagement, and sustainability, this study examines the structural limitations of Korea’s disaster education. Japan’s experience after the Great Hanshin-Awaji Earthquake and the Great East Japan Earthquake is used to highlight a shift toward practice-based, community-integrated, and culturally grounded education. Furthermore, the Japanese case underscores the importance of empowering learners to recognize and respond to disaster risks within local contexts. Accordingly, the study argues that Korea should transition from survival-focused education to models that foster civic competence and community resilience. To support this, disaster education must be embedded into everyday life and supported by collaboration between schools and communities. The findings offer practical insights for building a participatory, sustainable disaster education system that is aligned with local needs.
