프랑코포니국제기구(OIF)의 평화적 시민교육과 한국의 적용 가능성

Peace-Oriented Civic Education in the Organisation internationale de la Francophonie(OIF) and Its Applicability to South Korea

본 연구는 프랑코포니국제기구(OIF)의 시민교육 모델을 분석하고, 이를 한국의 통일 대비 시민교육에 적용 가능성을 정치학적 관점에서 고찰한다. OIF는 언어･문화 공동체 기반의 포용적 시민교육을 통해 민주주의, 인권, 비판적 시민성 역량을 제도화하고 있으며, 청년･여성･소수자를 포함하는 다층적 접근과 국제기구･시민사회･지방정부가 협력하는 수평적 거버넌스 구조를 특징으로 한다. 이에 반해 한국의 시민교육은 중앙정부 주도의 국가 중심 구조와 민족 통합 중심 서사를 기반으로 하며, 제도적 다양성과 실행의 유연성에서 한계를 보인다. 본 연구는 OIF의 시민교육 정책･프로그램을 제도 구조, 실행 방식, 교육 대상, 교육 내용 측면에서 분석하고, 한국의 통일 이후 사회 통합을 위한 교육 전략으로서 OIF 모델의 적용 가능성과 제도적 시사점을 제안한다.

This study analyzes the civic education model of the Organisation internationale de la Francophonie(OIF) and explores its applicability to Korea's reunification civic education. It highlights OIF’s inclusive, multi-actor approach that institutionalizes democracy, human rights, and critical citizenship, contrasting it with Korea’s state-led, unidirectional model. The paper proposes a contextual adaptation of OIF's practices to support sustainable civic identity and democratic integration on the Korean Peninsula.
