War Termination without Clear Winners: Domestic Political Dynamics and Geographical Constraints in the Badme War

‘승자 없는 전쟁은 어떻게 끝나는가?’ 본 연구는 1998-2000년 에티오피아와 에리트레아 간의 바드메 전쟁을 분석하여 이 질문에 답한다. 기존 연구가 주로 국제적 중재와 국내 정치에 집중한 반면, 본 연구는 국내 정치 요인과 지형적 특수성이 결합하여 전쟁의 장기화와 교착적 종결을 유도한 과정을 규명한다. 바드메 전쟁에서 국제적 중재가 있었으나 양국은 전황에 따라 중재안 승인 여부를 번복하였다. 이와 달리, 국내 정치와 지형은 종전에 영향을 미쳤다. 양국은 권위주의적 관행을 바탕으로 정권 정당성 강화를 위해 전쟁을 지속했다. 동시에 국경 지역의 험준한 지형은 전쟁 수행을 제약하고 방어 우위를 강화하여 전선을 고착화시켜 전쟁의 효용은 감소했으며, 이는 양국 모두가 충분히 싸웠다는 판단으로 이어졌다. 본 연구는 상대적으로 간과되었던 지형적 요소가 국내 정치와 함께 교착적 종전을 설명할 수 있음을 주장한다. 이는 전쟁 종결 연구의 이론적 틀을 확장하고 기존 종결 메커니즘의 설명력을 높이는 데 기여하며, 동시에 현재 진행 중인 우크라이나-러시아 전쟁의 종결에도 시사점을 제시한다.

How do wars end without clear winners? This study answers this question by analyzing the Badme War between Ethiopia and Eritrea. It identifies the process by which a combination of domestic political dynamics and geographical constraints led to a stalemate and war termination without clear winners. Although international mediation efforts were present, both states repeatedly reversed their acceptance of peace proposals depending on battlefield developments. Regarding domestic politics, both Ethiopia and Eritrea were authoritarian regimes, which allowed leaders to sustain the war by cracking down on domestic opposition. The war was also used to reinforce the legitimacy of the respective governments. Regarding geographical constraints, the rugged mountains and desert in the border region constrained offensive military operations and favored defensive strategies, leading to a deadlock along the frontline. Consequently, the costs of war increased drastically, prompting both belligerents to conclude that they had fought enough. This study highlights the geographical constraints that have been overlooked in previous research and contributes to expanding the theoretical framework of war termination studies. It also provides policy implications for the ongoing conflicts, such as the Russia-Ukraine war.
