사회변화에 따른 통합재난관리체계 평가지표 재구성을 위한 연구

A Study on the Reconstruction of Integrated Disaster Management System Evaluation Indicators in Response to Social Changes

한국은 과학기술의 발전으로 데이터기반 행정의 시대가 도래하면서 재난관리체계에도 AI를 활용한 재난 및 안전관리의 중요성이 강조되고 있다. 즉, 재난관리체계는 현재 사회의 특성을 반영하고 지속적으로 보완될 필요가 있다. 기존의 통합재난관리체계 평가지표 연구가 20년이 되었기에 본 연구는 사회변화를 반영한 수정된 평가지표를 제안하고자 한다. 따라서 본 연구는 기존의 연구 틀을 기반으로 예방-대비-대응-복구 단계별로 계층을 나누어 각 지표를 포괄하되, 사회변화에 따라 변화의 필요성이 있는 항목을 수정하여 평가지표를 제시하였다. 평가지표 우선순위를 분석하기 위해 AHP 기법을 활용하였다. AHP 분석결과, 제1계층은 재난예방이 상대적 중요가 가장 높게 나타났으며, 제2계층 평가지표 중 재난요인관리, 교육훈련, 현장관리, 긴급복구가 상대적 높은 중요도로 나타났다. 제 3계층 중 보완된 평가지표 중에서는 빅데이터(증거)기반의 재난복구 우선순위 결정, 심리적 회복 지원, 주민보호를 위한 긴급방송(SNS)의 우선순위가 높은 것으로 나타났다. 하지만 보완된 평가지표 대다수가 우선순위의 하위권으로 나타나 AI의 통합재난관리체계 연계에 대한 인식이 미흡한 것으로 나타났다.

With the advancement of science and technology in Korea, the era of data-driven administration has arrived, emphasizing the importance of utilizing AI in disaster and safety management within disaster management systems. In other words, disaster management systems need to reflect the characteristics of contemporary society and be continuously improved. Since existing research on integrated disaster management system evaluation indicators is over 20 years old, this study aims to propose revised evaluation indicators that incorporate social changes. Accordingly, this study divided the framework into prevention, preparedness, response, and recovery phases, encompassing various indicators while modifying items that require change due to social transformations. The Analytic Hierarchy Process (AHP) method was used to analyze the priority of the evaluation indicators. Based on the result, this study provides practical implications and future research direction.
