지방·농촌 소멸 위기 대응을 위한 마을공동체 재구성과 돌봄 체계 구축 방안 고찰 - 한국과 일본의 마을공동체 노인돌봄 사례를 중심으로

A Study on the Reconstruction of Rural Communities and the Establishment of a Care System in Response to the Crisis of Rural Decline - Focusing on Elderly Care Practices in Rural Communities of Korea and Japan

본 연구는 급격한 인구 감소로 소멸 위기에 처한 지방·농촌 지역 문제 해결을 위한 마을공동체 재구성과 노인 돌봄 체계 구축 방안을 고찰한다. 한국 사회는 2025년에 초고령사회로 진입할 것으로 예상되며, 농촌 지역의 고령화가 심각하다. 증가하는 노인 인구에 대한 돌봄 문제는 국가적 과제로 농촌에서 더욱 두드러진다. 따라서 본 연구는 농촌 마을공동체의 재구성을 통한 돌봄 체계 구축의 필요성을 제기하고 방안을 모색한다. 먼저, 소멸 위기의 현황과 정부 및 지자체 대응 방안을 살펴보며, 그 한계점을 분석한다. 둘째, 마을공동체 만들기 운동과 전환 마을 운동의 성과를 고찰하고, 노인 돌봄 체계 구축과의 연계 가능성을 탐색한다. 셋째, 일본의 지역 포괄 케어 시스템 등 사례를 분석하여 한국 농촌에 적용 가능한 시사점을 도출한다. 연구 결과, 법제도 정비, 운영 주체 역량 강화, 재정 지원 확대, 농촌형 서비스 모델 개발, 주민 참여 활성화 등이 농촌 지역 노인 돌봄 문제 해결에 기여할 수 있음을 보였다. 본 연구는 농촌 소멸 위기 극복과 고령화 사회의 지속 가능한 발전을 위한 정책 수립에 시사점을 제공할 것으로 기대된다.

This study examines the restructuring of rural communities and elderly care systems as solutions to rural decline caused by rapid population decrease in South Korea. With the country projected to become a hyper-aged society by 2025, rural areas face particularly severe aging challenges. The study proposes developing tailored care systems through community restructuring in three approaches. First, it analyzes the current rural depopulation crisis and government responses. Second, it examines village community and Transition Town movements for their potential contributions to elderly care. Third, it studies Japan's Community-based Integrated Care System for applicable lessons for rural Korea. Findings indicate that addressing rural elderly care requires legal reforms, capacity building, increased funding, rural-specific service models, multi-stakeholder collaboration, and active community involvement. These elements are essential for creating integrated care systems appropriate for rural contexts. This research provides insights for policies aimed at mitigating rural decline and promoting sustainable development in an aging society.
