한국형 원헬스 실현을 위한 전략과 거버넌스 모색 - 인수공통감염병 등 위기 대응을 위한 원헬스 프레임워크

Exploring Strategies and Governance for Realizing Korean One Health - One Health Framework for Responding to Crises, Including Zoonotic Infectious Diseases

본 연구는 인간, 동물, 환경 건강의 상호 연관성을 인식하고 다학제적 협력을 통해 건강 문제를 해결하는 원헬스의 효과적인 이행을 위한 한국형 거버넌스 구축 방안을 모색하였다. 기존의 부문 특정적 거버넌스가 복잡하고 정치적이며 가치갈등적인 원헬스 문제를 해결하는 데 한계를 보임에 따라, 다양한 행위자들의 참여와 소통을 강조하며 상황에 따라 적합한 거버넌스를 적용하는 메타거버넌스 이론 도입을 제안하였다. 본 연구는 Hoque, et al.(2022)의 원헬스 프레임워크와 Mariani, et al.(2022)의 메타거버넌스 모델을 결합한 ‘원헬스 메타거버넌스 모형’을 통해 한국형 원헬스 거버넌스의 현황과 과제를 진단하고, 법적·제도적 기반 마련, 통합 원헬스 위원회 설립, 재정·인력 확보, 감시·감독 체계 강화, 국제협력 증진, 사회적 인식 제고 등 정책적 대응 방안을 제시하였다. 연구는 메타거버넌스 모형을 통해 제도적 기반 구축, 협력적 과정 활성화, 혁신적 결과물 창출, 그리고 궁극적으로 건강 증진의 가치를 실현할 수 있다고 주장하였으며, 이러한 과정에서 다양한 이해관계자들의 참여와 숙의를 통한 정당성 확보가 중요하다고 강조하였다.

This study proposed strategies for establishing a Korean One Health governance framework, emphasizing the interconnectedness of human, animal, and environmental health through multidisciplinary collaboration. Recognizing the limitations of existing sector-specific governance in addressing complex One Health issues, the study adopted metagovernance theory, which integrates hierarchical, market, and network approaches through stakeholder participation. It introduced a “One Health Metagovernance Model,” analyzed current governance challenges in Korea, and recommended policies including establishing legal foundations, forming an integrated committee, securing financial and human resources, strengthening international cooperation, enhancing monitoring systems, and raising public awareness. The study argued that metagovernance could facilitate cooperative processes, innovation, and legitimacy, urging further research into specific operational plans and performance evaluations.
