지역안전지수 언론보도를 활용한 지자체 안전관리 정책 관심도 분석

Analysis of Interest in Local Government Safety Management Policy using Media Reports of Regional Safety Index

지역안전지수는 지역별 안전수준과 안전의식을 객관적으로 표현하여 안전 확보에 대한 관심과 공감대를 형성하고, 지자체별 취약 분야에 대한 자율적 개선을 유도하여 사망자 및 안전사고 감축에 기여하는 정책이다. 본 연구에서는 지역안전지수가 정책 목표에 맞게 지자체에서 활용되는지 파악하기 위해 2015년 공표 이후 10년 동안의 언론보도를 통해 시기별 및 언론사 유형별 관심도를 파악하였다. 분석결과 지역안전지수는 안전관리 정책에 대한 지자체 관심을 견인하고 있음이 확인되었다. 지역안전지수 언론보도는 전반적으로 증가 추세이며, 지역지 및 지방방송, 기타(인터넷 신문 등) 유형의 보도비율이 증가하면서 접근경로가 다양화되었다. 또한, 지자체로 하여금 유관기관과의 T/F 구성, 분야별 등급 향상을 위한 개선사업 추진 등을 유도하여 특히 2분기를 중심으로 관련 언론보도가 증가하였다. 분석결과를 바탕으로 행정안전부 및 지자체 차원에서 관심도 제고 및 지속성 유지를 위해 언론보도를 활용하는 방안을 제안하였다.

The Regional Safety Index is a policy that objectively expresses the safety level and safety consciousness of each region, and it contributes to the reduction of deaths and safety accidents by forming interest and consensus on securing safety and inducing autonomous improvement in vulnerable areas. In this study, media reports in the Regional Safety Index over the past 10 years identified interest by period and media type. The analysis results confirmed that the Regional Safety Index has induced interest in the safety management policy of local governments. The overall trend of media reports in the Regional Safety Index is increasing, and the access route has diversified as the ratio of local newspapers & broadcasting, and other types of media. In addition, especially in the second quarter, related media reports increased by inducing the formation of T/F with related organizations and the promotion of improvement projects in vulnerable areas. Based on the results of the analysis, we propose that the Ministry of Interior and Safety and local governments utilize media reports to increase interest and maintain continuity.
