지방자치단체의 농업 분야 외국인 근로자 정책 방향 - 용인시 사례를 중심으로

Local Government’s Policy Direction on Employing Foreign Workers in the Agricultural Sector - Case of Yongin City in Korea

본 연구의 목적은 용인시 사례를 중심으로 지방자치단체의 농업 노동력의 안정적 수급과 지역사회 통합을 위한 외국인 근로자 정책 방향을 모색하는 데 있다. 이를 위해 용인시 소재 농가 고용주를 대상으로 설문조사 및 심층 면접을 실시하고 그 결과를 분석하였다. 분석 결과, 만성적인 농업 노동력 부족으로 농가의 외국인 근로자에 대한 의존도가 높았다. 그러나 의사소통의 어려움, 작업의 저숙련도, 잦은 작업장 이탈 등의 문제가 농업 노동력 수급 및 임금부담의 어려움을 가중시키고 있었다. 연구 결과를 바탕으로 본 연구에서는 i) 근무 태도에 따른 차등적 대응 체계 구축, ii) 노동생산성 향상을 위한 한국어 능력 강화 지원, iii) 고용주와 근로자 간 상호문화 이해, iv) 농업 인력의 안정적 수급을 위한 제도적 보완, v) 임금 부담 완화를 위한 합리적 조정 장치 도입의 필요성을 제안하였다. 이를 위해서는 중앙 및 지방 정부 간 기능적 협력과 조율이 병행되는 체계적 구조 구축과 외국인 고용정책의 지속 가능성 및 실효성 제고를 위한 지방자치단체의 주도적 역할이 필요하다.

The purpose of this study is to explore the direction of local government policies on foreign workers in the agricultural sector, focusing on the case of Yongin City. To this end, a survey and in-depth interviews with agricultural employers in Yongin City were conducted. The analysis results showed that chronic agricultural labor shortages led to high dependence of farm households on foreign workers. Farmers have faced significant challenges in working with foreign workers, such as communication barriers, low-skilled work, and high turnover rates. Based on the research results, the study suggested the policy directions as follows: i) establishing a differentiated response system, ii) supporting the strengthening of Korean language skills to improve labor productivity, iii) mutual understanding between employers and workers, iv) institutional supplementation for stable agricultural labor, and v) introducing a coordination mechanism to ease the wage burden on farmers. In particular, the study emphasized the leading role of local governments in enhancing the sustainability and effectiveness of foreign employment policies.
